Jacobus Rijoly (Valdy) is a public finance and development economist whose research focuses on intergovernmental fiscal transfers, local taxation, poverty, and regional inequality in Indonesia. He holds a PhD in Public Policy from the Martin School of Public Policy and Administration, University of Kentucky.
Valdy is a lecturer and researcher in the Department of Economics at Universitas Pattimura and a researcher at the Institute for Development Economics and Public Policy (INDEPP) in the Maluku region. His work combines quantitative methods with in-depth local knowledge, engaging closely with subnational governments on issues such as poverty reduction, fiscal dependence, and the development challenges faced by small island regions.
His current research agenda examines how institutional quality and political incentives influence the allocation and effectiveness of public funds, as well as how climate and geographic vulnerability interact with fiscal capacity in Eastern Indonesia.
