About Me
Hi ANC 4C06! My name's John Qua and I'm running to be our ANC Commissioner!
I’m a 13-year DC resident and have happily called Petworth home for the past five years. I’ve spent my career organizing around the country to elect climate champions and build the political power we need to tackle the climate crisis. Currently, I’m the Campaign Director at an organization called Lead Locally that supports, fundraises, and gets out the vote for state and city candidates working to tackle the climate crisis.
Closer to home, I’ve worked alongside neighbors and advocates to:
Build more affordable housing and make our city more livable, because I want this city to be a place where people can afford to stay and build a life. To that end, I’ve organized the City Council to create a social housing department, protect tenant rights, and upzone neighborhoods in major economic corridors so new people can join our vibrant city without displacing longtime residents.
Move DC away from fossil fuels because I believe a livable city includes protecting our health from pollution and ensuring a stable climate for generations of DC residents to come. I spent years organizing with local organizations to pass the Clean Energy DC Omnibus Amendment Act (the fastest municipal clean energy transition bill in the country at the time!), to protect public transit funding, and to replace lead pipes in homes. A highlight for me was in 2018 when I led the DC campaign to oppose a proposed fracked gas pipeline that went directly under the Potomac River (DC’s main water source) and convinced the Attorney General Karl Racine and the entire City Council to send a letter to the Governors of all permitting states to oppose it - and we ended up defeating it!
Elect bold, progressive leaders like Aparna Raj and Janeese Lewis George who’ll enact these changes in office. My experience organizing on their campaigns inspired me to step up to run myself.
When I’m not organizing, there’s a good chance I’m out on a run, trying a new recipe, or hosting a potluck with some friends. I love this neighborhood, and I’d be incredibly excited for the chance to represent the people who make it such a special place to call home.

Priorities
Safer Streets for Pedestrians & Bikers: I’m committed to improving pedestrian and bike safety throughout the neighborhood. That includes staying engaged with the redevelopment of Grant Circle, making sure neighbors have meaningful opportunities to weigh in, and following the project through to completion. I’ve worked with others to organize neighbors locally the last few years to pressure DDOT to enact the most pedestrian and biker friendly redevelopment and, now that they’re in the process of doing just that, I want to make sure that the community feels aware of how the redevelopment is going and the timeline for its completion. I also want the ANC to advocate for stop signs, safer crossings, traffic-calming measures, and other improvements that make it easier for everyone to walk, bike, and get around our neighborhood safely. Of course, our neighbors drive safe - but several of our streets are set up so cars coming through drive way too fast through them, and I want to continue to speak up for ways to make those roads safer for our community.
Better Communication with Neighbors: ANC commissioners should be accessible, responsive, and help neighbors understand both what’s happening locally and how to navigate DC government. I want to make it easier to find information about city services, neighborhood projects, upcoming meetings, and fun local events. One of my priorities is creating a stronger monthly email listserv so neighbors can get useful local information in one easy place.
Supporting Our Local Businesses: Our neighborhood is growing, and we’ve been lucky to welcome new local businesses alongside the longtime establishments that make this community special. I want the ANC to be a helpful partner to small businesses as they navigate city processes and become part of the neighborhood. My goal is to see a thriving Upshur Street with locally owned cafes, restaurants, shops, and gathering places that bring neighbors together.
