In 1981, the late JCI Senator Tun Dato' Seri Utama Dr. Lim Chong Eu suggested that Junior Chamber International Penang form a young wing, namely Junior Jaycees Club in one of the schools in Penang. The president of Junior Chamber International Penang, JCI Senator Yee Thiam Sun than proposed this idea to the principal of Chung Ling High School, Mr. Yeap Eng Hoe, who agreed to the proposal.

The president of Junior Chamber International Penang 1981, JCI Senator Ong Seng Huat than set out to establish the first Junior Jaycees Club in Malaysia, Chung Ling High School Junior Jaycees.

Out of the 400 students interviewed, only 34 of them made it into the new club. At the first General Meeting, JJC Lye Wai Moon was selected to be the first President. Mr. Lee Ah Bah was also chosen to be the first teacher advisor.
