- PhD in Civil Engineering by Instituto Superior Técnico, Technical University of Lisbon, in the area of Earthquake Engineering.

- MSc in Structural Engineering by Instituto Superior Técnico, Technical University of Lisbon (2 years degree).

- Graduate in Civil Engineering by Faculty of Sciences and Technology of the University of Coimbra (5 years degree).

He is doing research in Structural Dynamics and in Earthquake Engineering in general:

• Seismic hazard analysis of Portugal;

• Dynamic analysis of layered soils (local soil effects);

• Structural dynamic analysis (masonry buildings and reinforced concrete buildings);

• Buildings seismic vulnerability analysis and buildings seismic risk assessment;

• Seismic retrofitting of existing buildings;

• Design of new buildings according to Eurocode 8 (EN 1998-1:2004).

He is interested in the development of software for Civil Engineering purposes, and especially for Earthquake Engineering purposes, using techniques from Operational Research (optimization and simulation) and Artificial Intelligence (fuzzy systems, neural networks and genetic algorithms). He is able to program in Pascal, Basic, Lisp, Fortran, JavaScript and HTML.

He has reviewed articles from more than 30 international scientific journals.

He was a structural designer for 10 years and worked in construction management and supervision as a professional Civil Engineer.

At the present time, he is a professor of the Department of Civil Engineering of the University of Algarve.

He is also a member of the Direction Board of the Portuguese Society of Earthquake Engineering and of the CT115/SC8 - Portuguese Technical Commission for Eurocode 8.
