PURPOSE: Mercy Housing is seeking general contractors experienced in complex civil construction projects to submit a proposal to the Owner for construction of utility upgrades, infrastructure updates, and roadway creation to serve Mercy Housing’s Aviva Crossing development, as well as several future phases of development.

SCOPE: The project consists of extensive infrastructure work across all five parcels at the James Center North site due to its current use as low-rise, auto-oriented commercial and surface parking lot. This work includes creating new stormwater infrastructure, upgrading existing sewer systems, creating accessible pathways across neighboring parcels to meet current requirements, and upgrading the sewer main in the right of way to meet the required capacity.

This work will be ongoing simultaneously with the building construction, performed by a separate contractor. Mercy Housing Northwest is constructing a 129-unit affordable family development in collaboration with Tacoma Housing Authority (THA) at the site of the current James Center North shopping center. THA is the owner of James Center North and has been overseeing the master redevelopment plan since 2017. THA is working in collaboration with Mercy Housing on the City-required infrastructure updates both on and offsite.

This Request for Proposal is to identify a general contractor experienced in complex civil construction scopes that is readily available to begin work by March 2025. Qualified contractors will be able to meet state and federal contracting and procurement requirements associated with the public funding sources received to support the City-required infrastructure work.
