A "modded game" is a video game that has been altered by a player or fan. Mods are downloadable programs that can change the way a game looks, sounds, behaves, or plays. Mods can also add new content, features, or mechanics, such as:
New accessories
New settings
New creatures
New weather systems
New emotional responses for characters
New things to do or find
Improved performance, stability, or compatibility
Fixed bugs or glitches
More options and customization
Mods can be done in a variety of ways, including unpacking files or modifying the game's code. Game modding is largely done using open source methods, meaning that the code and instructions are put into online repositories where anyone can use and implement them.
Short answer, it's complicated.
In theory, all you are doing is adding/replacing files. If something goes wrong, you can always revert to a backup (assuming you are backing up your files). If no backup, you may have to start with a fresh install.
The dangerous part is the risk of downloading Malware disguised as game Mods. Some helpful tips to better avoid malware:
Only download mods from modders you trust.
Try to download only from the creator’s own website or Patreon where they’re more likely to have Two-Factor Authentication enabled.
If the Modder didn’t announce the update, but usually does on one of their platforms, avoid it until they do.
Avoid downloading from new modders that popped up out of nowhere.
Do NOT download Mod/CC folders (aka CC Dumps) from ANYONE. You should be following this guideline even without the malware risk. The reason for this is that you don’t know what mods are included in them and by the time you download it, the mods are likely outdated/broken. So, always download from the creators themselves so you know exactly what you’re putting into your game.

If available, Mod links will point to the Mod Creators personal websites or their Patreon rather than a Mod Hosting Site.
Note: Not all Mod Creators have a personal website or Patreon. In this case it is recommended to follow the creator on one of their Social Media accounts. Creators often announce updates with any new features / any bug fixes. Be wary of any updated Mod without an announcement.
Any Mod caught with Malicious code will be blacklisted.
A Contact Me section has been added so anyone can report any issues with this website or any Mods listed.
This section will be used to report any Mods you believe to contain malware.

Updates could be for:

"Mods Under Review" are Mods that's Status is currently Unconfirmed or Unknown and is currently being investigated.
A "Removed Mod" is a Mod that I had installed and removed.

Compatibility
Features patched into game
Etc.

A "Broken Mod" is a Mod that is currently not working or causing game crashes.
Broken Mods will be added when a Game Updates breaks them.
