During the post-disaster recovery period, communication services are either not available or partially available. In times of limited communication services like these, innovative wireless networking applications can be helpful for systematizing chaotic situations. DiSARM project aims in providing service and network-level solutions for tackling various challenges related to the Post-Disaster Situation. DiSARM is a research project funded by the IT Research Academy (ITRA), a National Programme initiated by the Ministry of Electronics and Information Technology (MeitY), Government of India. The aim of this project is to build a national resource for advancing the quality and quantity of R&D in Information and Communications Technologies and Electronics (IT) and its applications at a steadily growing number of academic and research institutions while strengthening the academic culture of IT-based problem solving and societal development.
Keeping the above objectives in mind, a team of 4 persons including me visited Nepal to accumulate information required for post-disaster situational analysis and needs assessment. One of the core objectives of this visit was disaster situational analysis, need assessment and rapid deployment of technologies in the golden hours after a disaster. The ITRA-DiSARM team visited the Thamel area in Kathmandu, Bidur and Trishuli areas of the Nuwakot district in Nepal and interacted with the local people, volunteers of different disaster management agencies and Doctors working in the field hospital and medical camps. We also visit the medical camps and field hospitals set up by Doctors For You, Qatar Red Crescent and ACF (Action Contre La Faim) International, France at Nuwakot district. Experience gained from this visit will enhance the preparedness of relief agencies and the first responder which will improve the use of smart devices for better coordination of relief efforts.
