KEY REPRESENTATIVE EXPERIENCE
New England Clean Energy Connect (NECEC), Avangrid Mr. Fiero was involved with The New England Clean Energy Connect Project, to facilitate the connection of the Central Maine Power (CMP) electric transmission grid with the Hydro Quebec Apalachees Power Station in Quebec. The project involves ten (10) transmission lines of various voltages across the state of Maine. Mr. Fiero supported the design of Section #432 a new 146-mile 320kV HVDC Line designed to be comprised of 829 tubular steel structures. There were over 60 geotechnical borings, 90 Seismic transects and numerous resistivity surveys performed that were compiled and reviewed by Mr. Fiero who provided a series of technical memoranda supporting the final design and cost engineering components of this ongoing utility project.
New Jersey Transit - Southern New Jersey Light Rail Transit System (SNJLRTS) Mr. Fiero acted as principal field investigator under contract with DMJM for NJ TRANSIT on the Feasibility Design and alternatives evaluation for the Southern New Jersey Light Rail Transit System (SNJLRTS) traversing 34 miles from Camden to Trenton, New Jersey. His responsibilities included advancing dozens of exploratory borings along the entirety of the project alignment. This land use corridor evaluation was scoped to support the alternatives investigation, final design and compliance permitting for this 34-mile light rail service expansion completed in 2011.
MBTA Silver Line. Boston, MA. Acting as lead Project Geologist Mr. Fiero was a principal geotechnical and environmental investigator on Phases I through III of the MBTA Silver Line project. This work involved overburden sampling, monitoring well installation and bedrock drilling for MBTA Silver line construction and feasibility studies (Phase II and III). Mr. Fiero conducted approximately four dozen environmental and geotechnical borings over a one-mile alignment from South Station to Charles and Tremont Streets in Boston, MA. Previously, Phase I involved a series of borings advanced through the South Boston Financial and Seaport districts. All locations were pre-cleared by vacuum excavation to a minimum of 6'. Work included thousands of feet of overburden geotechnical drilling in urban fill, Boston Yellow and Blue Clay deposits as well as hundreds of feet of bedrock NX coring of Cambridge Argillite to depths of up to 120 feet below grade. Geotechnical efforts included clay evaluation by vane shear testing and hand penetrometer field testing and Shelby tube sampling of clay deposits/beds as well as falling head permeability drill stem testing in shallow native sand and silt deposits. Phase III was suspended in 2010.
Enbridge Atlantic Bridge Weymouth Compressor Station, Weymouth, MA (Senior Project Geologist and Environmental inspector) Mr. Fiero was a lead field investigator for environmental site characterization for MCP and environmental permit compliance during the planning and construction of a natural gas compressor station and associated pipeline infrastructure as part of the Enbridge Atlantic Bridge project. Mr. Fiero's role included preparing health and safety plans, clearing all proposed boring locations via soft dig/vacuum excavation to a minimum depth of 6' BGS. A series of approximately 100 locations were cleared and advanced as borings (with a subset or borings completed with groundwater monitoring wells), and/or test pits to depths up to 35' BGS on the proposed compressor station Site and adjacent Webb State Park. Core MCP compliance functions included, site investigation SOW and HASP preparation, soil characterization and sampling, monitoring well installation, well development and low flow sampling, generation of boring logs, regular synoptic groundwater elevation and LNAPL thickness gauging/monitoring. Sediment and ecological risk samples were also obtained in the adjacent Kings Cove harbor. Mr. Fiero performed data reduction and compilation, preparation of technical reports and figures. Completed in 2023, this controversial project was in the public spotlight requiring careful management of project stakeholder concerns while protecting client best interests and the community at large.
US Postal Service, Dorchester Ave. South Station Boston MA. Mr. Fiero, as senior project geologist, advanced a series of geotechnical borings for the installation of groundwater table elevation monitoring wells ringing the USPS Boston headquarters designed to monitor tidal response and GW table attenuation around the foundation of this facility. Mr. Fiero performed well development, single borehole hydraulic conductivity "slug" testing of all newly installed and existing monitoring wells and conducted a 72-hr tidal elevation and GW table response elevation monitoring study deploying a network of pressure transducers to assess basement leakage/seepage at the facility due to the variable hydrostatic pressure and evaluate mitigation options.
Eversource, Woburn to Wakefield Transmission Line Woburn, Winchester and Stoneham, MA (Senior Project Geologist) Mr. Fiero was engaged in publicly sensitive environmental work for the Woburn to Wakefield Underground Transmission Line Project. Completed in 2023, the Project involved the construction of a new 345-kilovolt (kV) underground transmission line connecting Eversource's Woburn Substation #211 on Pond Street in Woburn with National Grid's Wakefield Junction substation in Wakefield extending approximately 8 miles passing through sections of Woburn, Winchester, Stoneham and Wakefield. The pre-characterization phase of the project included due diligence evaluation of numerous state-listed waste sites, collection/analysis of over 130 soil samples from over 85 soil boring and test pit locations, and installation, development hydrogeologic slug tests and sampling of the 12 groundwater monitoring wells along the project route. The results of the pre- characterization work were documented in a Soil and Groundwater Management Plan that was utilized during the bidding process and construction. Mr. Fiero provided on-call support of field inspections, permitted discharge sampling & reporting during the construction period and oversaw subsurface work. The project also included groundwater dewatering/treatment/discharge under Remediation General Permits (RGPs) with a compliant discharge monitoring program. Mr. Fiero was instrumental in TRC Eversource Emergency on-call program and ongoing PCB site investigations & remediation at Substation #211.
Home Depot 1100 Revere Beach Pkwy Chelsea, MA. Project Geologist - Mr. Fiero advanced dozens of geotechnical and environmental borings in Revere, MA to support the design and construction of a Home Depot atop a historic municipal and commercial landfill composed largely of coal/fly ash and urban fill. Mr. Fiero performed site characterization, pre-demolition inspection and construction oversight for the construction of the new Home Depot. This work included management of dewatering efforts, pile driving through contaminated subsurface media, and oversight of site excavation and earthwork to support installation of new utilities and building foundations.
National Grid/MEPPI West Farnum, RI - Substation supplemental geotechnical investigations to support analysis study focused on potential soil liquefaction issues for electrical substation foundations. Mr. Fiero supported soil characterization and management for substation facility security hardening.
Highway/Roadway Rail/Transit:
Peck Bridge replacement project Bridgeport, Connecticut Mr. Fiero performed Bridge demolition oversight, and remedial oversight of lead abatement and management of lead contaminated soil excavated from beneath bridge viaducts for offsite HAZMAT disposal. Construction site pre- characterization performed by Mr. Fiero also involved soil and groundwater sampling for VOC/BTEX impacts associated with releases from nearby bulk fuel storage facilities and gasoline stations. Mr. Fiero provided construction oversight of caisson drilling in heavily gasoline contaminated soil and groundwater for the new replacement bridge which opened in 1998.
Tomlinson Bridge Replacement Project - New Haven, Connecticut Mr Fiero was involved in construction site pre-characterization involving soil and groundwater sampling for environmental impacts associated with releases from nearby former rail yard, bulk fuel storage facilities and gasoline stations. Mr. Fiero prepared a detailed cross section for the new 2002 bridge alignment across the Quinnipiac. Fiero identified a significant 3-5’ bedrock nonconformity interpreted as a southern extension of the Eastern Border Fault paralleling the north bank of the Quinnipiac. Senior Engineering staff elected to exclude this zone of seismic risk from the cross-sections in the final engineer report despite the insistence of Fiero concerning the accuracy of this cross-section. Interestingly, the Tomlinson Bridge Wikipedia page indicated that significant issues were encountered during construction stating that “bridge's lift piers initially proved difficult because rock elevation and slope differed along the route. To secure the piers, teeth were welded to the tip of 20-in-diameter pile shells that were then drilled into the bedrock. For some piles, an adequate seal was not achieved until the pile had been seated into 5 ft. of bedrock.” Engineered design plans would have anticipated this zone of weakness had the notations remained on the cross-section provided by Fiero.
Stamford Rail Yard - Stamford, Connecticut Mr. Fiero performed site characterization for the rail yard including the former roundhouse and turntable area which exhibited numerous contaminants including impacts for heavy metals, PCBS, SVOCs, BTEX and other VOCs including chlorinated solvents. Subsequently, Mr. Fiero prepared technical reports and was involved in the oversight of demolition of existing structures and site remediation and construction activities for the new yard maintenance and office building complex.
MBTA Blue Line - Orient Heights Rail Yard Boston, Massachusetts Mr. Fiero was involved in the Orient Heights car yard and maintenance complex renovation. This facility reconstruction project involved pre-demolition inspection/sampling, advancement of environmental & geotechnical borings, monitoring well installation and sampling and a Phase II HAZMAT investigation, report and an MCP RAO submittal.
Warwick Wetlands - Warwick, Rhode Island Northeast Main Rail corridor improvements, wetland restoration/enhancement and rail bridge replacement project. Mr. Fiero performed site characterization and technical reporting to RIDEM and to RIDOT in support of this project. Contaminants of concern included chlorinated solvents, SVOCS, heavy metals, VOCS (BTEX and MTBE) associated with upgradient releases of solvents, fuel oil and gasoline.
Facilities:
Howe Street Landfill- Ashland, Massachusetts Mr Fiero has been involved in site characterization and long-term monitoring for the Howe Street landfill in Ashland, MA. This landfill has a plume of chlorinated solvents and trace levels of other VOCS exiting the site and impacting adjacent stream, wetlands and downgradient residential drinking water wells. Heavy metals also were evaluated by Mr. Fiero to assess impacts to the adjacent wetland stream due to landfill leachate seepage.
Windsor School- Providence, Rhode Island, School construction/expansion project. An addition including a school gymnasium was constructed which involved selective demolition of and remodeling of existing sections of the school. Mr. Fiero was involved in the pre-demolition inspection and characterization in support of the project including removal and remediation of the schools heating fuel oil underground storage tank system. The UST system had leaked requiring extensive soil remediation and disposal which was also overseen by Mr. Fiero.
Risk Characterization and Response Action Outcome Statement Release - Hazardous Materials - Tewksbury Hospital, Tewksbury, Massachusetts Under the Massachusetts Operational Services Division (MOSD) contract, Mr. Fiero prepared a Risk Characterization and Response Action Outcome (RAO) Statement, for the release of oil and hazardous materials (OHM) in the vicinity of a farm building at the Tewksbury Hospital (Commonwealth of Massachusetts) property. The reported waste oil dumping and storage of chemicals were identified under the Clean State Initiative conducted by the Executive Office of Environmental Affairs (EOEA) as incidents requiring assessment. Mr. Fiero prepared a Class A-3 Response Action Outcome Statement and Licensed Site Professional Opinion for approval by the LSP of Record. Mr. Fiero has also performed sampling at several other state hospitals and public institutions under the MOSD contract.
Medfield State Hospital - Medfield, Massachusetts Mr. Fiero executed Phase II investigations of #6 fuel oil NAPL at the former hospital power plant associated with a tank grave of three 10,000-gallon USTS abandoned in place. Mr. Fiero also completed the Public Involvement Plan for the Medfield State Hospital for DMH. Mr. Fiero preformed Phase II investigations, periodic groundwater sampling and free product thickness measurements as well as regulatory and permitting submittals for the Site on behalf of the Massachusetts DMH. Mr. Fiero developed a conceptual groundwater model for the site and performed aquifer testing to demonstrate that the remaining lens of NAPL is trapped in dense till deposits, a condition of significant release migration does not exist, and the remaining free product cannot impact area resources such as the adjacent Charles River floodplain because it is hydrogeologically isolated and does not present risk of NAPL mobility.
Former High Voltage Corporation Site - Burlington Massachusetts. OHM release site - site characterization and remediation. Mr. Fiero investigated and remediated various OHM releases at this Site involving both fuel oil, and solvent releases including a shallow petroleum hydrocarbon plume in overburden, and TCE/PCE plumes in overburden/till and deep bedrock. Mr. Fiero performed site characterization, remediation system design/modification, long term groundwater monitoring, and treatment system operation and maintenance. This treatment system consisted of multiple extraction wells, an air stripper system, a Westport dual vessel activated carbon regeneration system, a VES gallery and blower system. Fiero also conducted supplemental bedrock investigations, step and pump tests, packer tests, fate and transport evaluation, technical hydrogeologic data reduction and report preparation, recovery well restoration and abandonment. Mr. Fiero continues to provide technical guidance for ongoing remediation of bedrock at the Site.
Former Borden Manufacturing Facility- Leominster, Massachusetts Following facility decommissioning Mr. Fiero performed site characterization for releases of phthalates in overburden and chlorinated solvents in overburden, till and bedrock. This culminated in the preparation of a Phase II CSA that included a fate and transport evaluation and hydrogeologic assessment of solvent plumes entering a stream valley and associated wetlands. Work included advancing numerous borings through dense till overburden and confirmatory bedrock coring and sample collection.
Former W.R. Grace Zonolite Mine and Community Remediation - Libby, Montana Mr. Fiero participated in the emergency response, characterization and remediation of the community of Libby, MT on behalf of EPA, and the DOT Volpe center. Mr. Fiero was a lead residential sampling team member and participated in overseeing and directing asbestos remediation work at numerous locations throughout the community including The Bluffs, the local middle school and high school. Mr. Fiero worked with EPA and CDM federal to develop and execute residential sampling programs across the community and met with stakeholders to discuss the results and health implications of EPA's findings.
High Voltage Voltage Engineering GTE Oracle Office Complex Conversion / Site Reuse & Redevelopment - Burlington, MA. Mr. Fiero was involved in the former High Voltage Engineering Corporation site remediation and redevelopment. Work included, pre-demolition inspection, preparation of demolition specifications, HAZMAT management requirements, building demolition management and oversight. This included the removal and remediation of two 10,000 gallon leaking #6 "bunker oil" heating fuel oil tanks and USTS, removal of assorted solvents and other industrial chemicals, cleaners and supplies that were characterized, consolidated, over-packed, shipped and manifested under Mr. Fiero's direct supervision. Mr. Fiero characterized soil piles that were generated during remediation efforts in release areas. These soils were removed from the site including hazardous chlorinated solvent impacted soils that were taken for permitted TSD facility incineration and bunker fuel oil contaminated soils that were recycled/batched into asphalt. Subsequently, Mr. Fiero acted as an assistant project manager for the Site redevelopment which included construction of a modern office and computer networking facility directly atop the former footprint of the former High Voltage R&D facility and construction of a new 85,000 square foot addition to be used as headquarters building for GTE Internetworking. This effort also included the installation of a passive building sub-slab ventilation system.
Seymour Housewares - Seymour, Indiana Mr. Fiero was involved in an extensive Stoddard solvent release area characterization and remediation effort. The site was also impacted by a TCE plume from a former vapor degreaser. This plume exits the site and has impacted existing downgradient residential drinking water wells. Mr. Fiero performed site investigation and characterization, technical report preparation, onsite field gas chromatography, contaminant fate and transport evaluation, remediation system design/modification, long term groundwater monitoring, groundwater sample collection and data evaluation in support of monitored natural attenuation.
Former Unocal Terminal, East Providence, RI. Mr. Fiero was the lead project manager for this Site which is the former location of a fuel and chemical bulk storage and repackaging facility. Historic operations at this facility consisted of receiving bulk shipments of fuels and liquid chemicals by truck, rail, and ship; temporarily storing the chemicals in aboveground storage tanks (ASTS); and bulk loading or drumming the chemicals for shipment. Releases occurred from underground piping, ASTS in the marine bulk tank farm, solvent warehouse/repackaging facility, and areas formerly used as a tanker truck turnaround area, and loading racks, from the 1970s through the early 1990s. Chemicals identified in Site soil, sediment & groundwater include benzene, toluene, ethylbenzene, & xylenes (BTEX), chlorinated hydrocarbons and breakdown products of petroleum hydrocarbons including both gasoline and diesel range hydrocarbons. Remedial efforts on the site consisted of product recovery, VES system operation, soil removal/excavation and treatment. Mr. Fiero managed site activities including quarterly groundwater monitoring for the Site. Mr. Fiero has implemented a scope of work for supplemental Site investigations, replacement of destroyed monitoring wells and inspection, demolition and disposal of remaining site facilities, including remaining investigative and remediation derived wastes and treatment system components. Mr. Fiero worked with Chevron EMC and RIDEM to develop a strategy for Site closure ultimately designed to attain multiple use residential/commercial redevelopment of this property.
Holy Family Hospital, Methuen, MA. Mr. Fiero provided MCP compliance assistance and field services for a historic number 6 oil release at this hospital. Mr. Fiero's activities included O&M of an existing product recovery system, additional site characterization and hydrogeologic testing, and groundwater sampling and NAPL product thickness measurements. Mr. Fiero participated in Phase III Remedial Action Plan development that involved the review of available remediation technologies/options including, steam and surfactant injection, solidification, trench collection/interception, enhanced bioremediation and monitored natural attenuation.
Cranston Printworks, Webster, MA. Mr. Fiero was a principal field investigator for the Cranston Print Works facility in Webster, MA. The site was impacted with chemicals from historic manufacturing including heavy metals, mineral spirits and fuel oils (#6 heating fuel). Mr. Fiero was responsible for Site characterization, including the advancement of borings and installation of monitoring wells, implementation of groundwater sampling, NAPL product thickness measurement programs and sediment and surface water sampling.
Lynn Plastics, Lynn, MA. Mr. Fiero provided oversight of the remediation of over 5000 cubic yards of soil contaminated with both phthalates and fuel oils. Soils were excavated and then treated in bio-piles. Following treatment, the soils were returned to the release area and the property was restored. Mr. Fiero provided third-party oversight on behalf of Durkee Mower Corporation because the release had migrated offsite and onto adjacent properties. Mr. Fiero performed daily inspections of the progress of remedial activities; collected sample splits and performed independent confirmation and evaluation of the effectiveness of the remedial approach and project progress.
Milford Regional Medical Center, Milford, MA. Mr. Fiero oversaw the removal, remediation and replacement of the Milford Hospital's leaking fuel oil heating system UST. Mr. Fiero assisted with oversight of UST removal, the management and treatment of impacted groundwater and soil as well as site characterization and preparation of MCP deliverables. Mr. Fiero managed Site characterization, including boring advancement, monitoring well installation, soil and groundwater sampling, and contaminant fate and transport evaluation.
