近年、環境・資源・エネルギー経済学の分野では国際的かつ学際的な研究の広がりが見られ、研究競争も激しくなってきています。こうした状況のもと、国際的に活躍することを目指して、同世代とのネットワーキング・情報交換・切磋琢磨の場として、2021年に本セミナー・シリーズが立ち上げられました。

内容：Energy Dependence and Production Constraints: Empirical Evidence from an Energy-Extended CES Model for Japan  

概要：Our study estimates an energy-extended CES production function for Japan's aggregate economy and examines how the country's high (fossil) energy demand, combined with its low domestic sufficiency, shaped long-term production conditions on the aggregate supply side from 1978 to 2019. By modeling energy as an intermediate input and applying a normalized supply-side system approach we identify three mechanisms that impose a threat to Japan's long-term decoupling scenario: a low energy substitution elasticity (around 0.3), a decelerating energy-saving bias in technical progress, and an average economy-wide rebound effect of 39%, indicating that over one-third of the energy efficiency gains are eroded by increased energy use. These baseline results hold across various robustness checks such as a grid search of initial values, testing the validity of different nesting structures, bootstrapped resampled error terms or addressing endogeneity concerns. We also perform state-of-the-art model extensions that provide additional empirical insights: (1) removing short-term cyclicality from the data by filtering techniques verifies the “long-term” nature of our CES parameter estimates; (2) accounting for smooth transitions in the technological regime improves the model fit, elevates the economy-wide rebound estimate to a value of 50% and indicates different trends in the energy-biased technical change with a sharp turnaround toward accelerating energy-saving technical improvements after the Fukushima accident in 2011; and (3) decomposing energy input in its clean and dirty components, reveals a low interfuel substitutability which limits Japan’s ability to green its energy mix by simply switching from fossil fuels to renewable energy types. We conclude that despite Japan’s younger efforts to increase energy efficiency and replace fossil fuels by green substitutes, the economy-wide rebound remains a substantial structural barrier to the country’s energy-growth decoupling leaving its economy vulnerable to fluctuations in the global energy market in the long run.
