Abstract: This paper investigates the causal relationship between economic development and CO2 emissions across European regions over 1990–2022, using a dynamic spatial panel data framework. We develop a model with endogenous emissions intensity and spatial spillovers, which provides the basis for an empirical specification capturing both temporal and regional interdependence. Methodologically, we propose a modified spatial system-GMM estimator that accounts for endogeneity, serial correlation, and spatially correlated shocks, and use external instruments including natural disasters and commodity price shocks.
