They can either make a flagship phone and tune it down a bit to get amazing value or you can get a budget and turn its specs up a lot so its even better value. They are also a place where companies experiment and where you can get a truly amazing phone for much less than a flagship.

The Pixel 5 is a good choice for someone who doesn't know that much about tech or knows a lot and wants a good camera. It has the best camera on any phone in this price range, an amazing UI and just an all around good phone. The display isn't the best though.
