A dedicated animal transport (AT) wing is an inbuilt part of all border guarding units of Indo-Tibetan Border Police (ITBP) tasked to operate in high altitude sub-zero terrain for supply of ammunition, rations, water and other stores. 13 August 1998 - Floods in north-eastern China are threateningmillions of people in the country's industrial heartland, while in the south afresh flood peak is rushing down the Yangtze River, officials and state mediasaid today. "The swollen Songhua River is posing a threat to a million peoplenear Harbin, capital of north-east China's Heilongjiang province and a majorindustrial centre and grain production base", the China Daily said. Some2.5 million people were patrolling the Songhua's banks to watch for potentialbreaches as a third flood peak on the river triggered by heavy rains upstreamrolled towards Harbin, the newspaper said. Floods this summer have killed morethan 2,000 people, affected 240 million and submerged 21.53 million hectares(54.2 million acres) of farmland, according to week-old official statistics.Deeper north in Heilongjiang province on the Nen River, which merges with theSonghua before passing Harbin, the heavy waters were weakening dikes protectingthe industrial city of Qiqihaer, it said. "Some dikes made by farmers weredestroyed by the floods, which caused some farmland to be submerged", said anofficial with the Qiqihaer Flood-Control Headquarters. "Factories are notaffected", the official said, adding there were no reports of deaths orinjuries. They said some of the season's heaviest rains raised the levelsof major rivers, just after they had started to drop, and inundated new areas asconditions worsened in places already reeling from nearly a month of floods.Eleven deaths were reported today, including five people who drowned in theeastern district of Brahmanbaria and two more killed in fresh landslides inChittagong. Two others died in Cox's Bazar and one each in Sylhet and Tangaildistricts. Four people, including two children, had died in mudslides set off bythe rain in south-eastern Chittagong and Chittagong Hill Tracts late yesterday.At least 311 people died earlier in the floods which ravaged 37 of the country's64 administrative districts. Officials in the affected areas said more than 20million people had been badly hit, and at least a quarter of them were leftmarooned or homeless. Health officials said nearly 60,000 people had contracteddiarrhoea, caused by polluted water and rotten foods, in the flood-hitdistricts.
