Maximum Guard's for Each VIP

Every VIP that is guarded by IRG will have a maximum of Guards that will be guarding the VIP.  If the VIP is full then change to another VIP. If all VIP online is full then guard the Throne Room.

Emperor: 6 Guards

Grand Vizier: 4 Guards

Darth Vader: ( Shadow Guard's )

IRC and IRG HICOM: 2 Guards
