I think your talking about apps offloading, than redownloading. By defauslt, to save storage, your phone will offload apps you have not used in a while. They do this to try to save space. I'm assuming thats what it was because when you try to go back into an offloaded app, it has to redownload it. If you want to turn it off, than you should follw these steps.

1. Switch wirelss network and verify/configure network settings to make sure that your iPhone is connected properly to network so that iOS device will not get stuck while downloading or installing apps;

I am having the same issue with my daughters new iPhone X. She Upgraded from the 6s to the X and her profile and pictured transferred to the new device, but her apps are stuck and will not load. AppStore will not work for updates either. Seems to be a problem with AppStore?

Here is what I found. After waiting all night for the apps to download, I started going through and tapping on the ones with spinning circles. For SOME, as soon as I tapped it, it said OPEN in the grey oval. About 50 of my apps we all of a sudden visible, ready to go. But after another day and a half, no more have appeared and the method I used does not work .

I was having the same issue. None of my apps were finished downloading and my phone would not lock. None of my apps would open nor would my control center come up. I spent the day speaking to different apple representatives and none of us could figure out what to do. After many different attempts, I knew from the start that all I had to do was to get it to turn off but it wouldn't force restart nor go into safe mode or anything. I even tried connecting it to my MacBook Air to restore it again or update it and it wouldn't work. Until, well I'm not sure if all iPhone's do this but if you click the lock button three times, AssistiveTouch comes up. If you click on it then click device>more>restart, it should turn off then turn back on and from there it took me to the start up screen and I just had to set up my iPhone again. So my assumption is that maybe the restore process just never finished, I really don't know but hey it works now!

Do a force restart. For the iphone x, do this right after the other in this order 1. press the volume up button 2. press the volume down button 3. press and HOLD the power button until the apple appears on the screen

After 48 hours of frustration, the answer to this problem for me was somewhat obvious. I was upgrading from a 6S to an X, but when I tried to restore my backup, most of the apps were "stuck" in a state of loading. What i needed to do was to go back to my 6S, upgrade that phone to the latest iOS version, and THEN update all of my apps. Many of the apps need to be updated to the latest iOS, which is the version that was by-default loaded on the new X, and created an issue when trying to sync. SO NET, before you save a backup, refresh all of your apps to work on the iOS version that will be on the new phone.

So basically what Apple has done is taken it the apps to transfer on iTunes on your computer and making you recover them from icloud. So if you will be working with them tell them to put the tab back so people can recover them off of their computer instead of the galactically slow iCloud! This has got to be the worst move ever!

I also am unable to open any apps on iPhone 12 did you find a solution. I click on various apps enter my passcode and it hangs and returns back to enter passcode. I have tried switching off and resetting. Did you find a solution?
