Diplomatic Awards are bestowed each year to winner ambassadors by the Dean of the Faculty of Civil Law, the Dean of the diplomatic corps and the IPDC on the occasion of the "4th Canada´s Ambassadors of the Year Awards 2021", followed by a reception at the Faculty of Civil Law of the University of Ottawa (by strict invitation only). We were proud to welcoming Mr. Stewart Wheeler, Chief of Protocol Canada during the awards ceremony in March 2020. We are a non-profit group from the academia, professionals in public diplomacy, international relations and former diplomats. The ipdc is headquartered in the Hague, the Netherlands as a section of Diplomat Magazine, with a Canadian Chapter in Ottawa. Canada´s Ambassadors of the Year & Public Diplomacy Awards Ceremony has been organized since January 2018 by and at the Faculty of Civil Law at the University of Ottawa, in coordination with the Deanship of the Diplomatic Corps of Canada and this ipdc. The awards are the first of its kind in Canada´s history. The second annual diplomatic awards took place on March 12th, 2019 always in the presence of diplomatic envoys, Canadian dignitaries, government officials, Global Affairs, the media and special guests. Online polls and the final selection of twelve winner Heads of Diplomatic Missions are under the responsibility of this ipdc. Awards are presented only to resident ambassadors in Ottawa. They recognize foreign ambassadors/high commissioners on public diplomacy outreach and related assets. Nevertheless, as per the recommendation of the Faculty of Law or the Dean of the Diplomatic Corps of Canada, special recognitions (aside from winner ambassadors) can be conferred to prominent diplomats, government officials, NGOs and distinguished citizens. In all cases, the final assessment of each winner head of mission is carried-out by the Selection Committee of this IPDC, which always remains the Committee's private domain.
FINAL PROCEDURE
Several weeks before the awards ceremony, the ipdc informs the Dean of the Diplomatic Corps on polls´ trends with names of prospect winners from 12 geographical regions. Prospect winner ambassadors shall clearly express to to this ipdc and/or to the Dean of the Diplomatic Corps of Canada his-her acceptance to receive the award, and this not later than two weeks prior the final ceremony. Prospect winner ambassador shall also email to this ipdc and/or to the Dean of the diplomatic corps of Canada their respective short CV (max half-page) at least 7 days prior to the awards ceremony. Failure to do so on time, the award would be given to the second most voted ambassador from the particular region or to the ambassador obtaining the second higher score from the ipdc Selection Committee.
The Faculty of Law of the University of Ottawa and the Deanship of the diplomatic corps of Canada are not responsible for the final results and polls procedure-selection, but ipdc volunteers. The ipdc´s final decisions are not of public domain but private. Poll's results remain confidential to the ipdc´s commission and transmitted thereafter as final to the Dean of the Diplomatic Corps. Polls are confidential and remain open until February 25th.
It is highly recommended that winner Heads of Diplomatic Missions receive in person their awards during the ceremony at the Faculty of Law. Awards are handed by the Dean and-or high authorities from the Faculty of Law of the University of Ottawa.
Last but not least, the raison d'etre of these diplomatic awards is to instill public diplomacy in Canada and at the international level, to recognize the work of foreign heads of diplomatic missions worldwide, to support academic centres such as the Faculty of Law of the University of Ottawa and academic centres at the national and international level.
It is very important to note that in addition to the results of the Online Polls, the Commission of the ipdc takes into account all or some of the following assets before taking the decision of selecting twelve winner ambassadors of the year:
1- Public Diplomacy outreach during the last seven to 12 months (or up to two years prior to the awards when applicable).
2 - Social media & Website inputs, innovation, creativity in cultural affairs and interaction with non-government institutions.
3- Quantity and quality of special events organized by the diplomatic mission or on the initiative of the ambassador/high commissioner.
4- Charisma of the Head of Mission towards his-her own expats and the Canadian civil society.
5- Mission´s work in country-image, country-branding and tourism promotion, where applicable.
6- Mission's reviews, special promotions, broadcast, relations with the media.
7- The useful opinion from the Dean of the Diplomatic Corps of Canada, when asked by ipdc Commission.
8- Any other asset that the Commission might consider appropriate in the selection of candidates.
