I used Art Set to create a hand-painted look, and Metabrush for interesting texture. I made two versions, each with different techniques for applying texture.
I started with this photo from the Sktchy app. Sktchy photos are small, so I upsized her twice in BigPhoto.
In iColorama, I applied Effect/Glow at low opacity for a bit of smoothing, and I used Adjust/Tonelab preset 4 for tonal separation, also at low opacity.
I opened the image in the Art Set app and painted and drew over her.
I opened the image in the IC Painter app. IC Painter is an easy to use auto-painting app.
In iColorama, I blended the pre-ArtSet image over the ArtSet image. I tried several blending modes and slider settings. Call this Image A; I will refer to it later.
I opened the image in the Metabrush app. On a new layer, in the Brushes/Paint mode, I painted the hair with a Doodle 7/71 brush and the image itself as brush source.
In Metabrush, on another layer, using Brushes/Paint mode, I painted over the face with a Doodle 25/71 brush. I adjusted the layer opacities to get a pleasing result.
As brush source for the Doodle 25/71 brush, I used this photo from Pixabay, a source of copyright-free images. I wanted a less contrasty image for painting over her face, and I also wanted colors that were already in the image.
Now I opened the image in iColorama to make some finishing touches. Using Adjust/Exposure and an inverted brush mask, I lightened the eyes and teeth. I removed the mask. Then I used Effect/Denoise preset 2 with an inverted brush mask to smooth the whites of the eyes. I removed the mask. I used Adjust/Levels with an inverted brush mask to add contrast to the areas around the eyes, nose and lips. I removed the mask. I used Brush/Paint to paint catchlights into her eyes. I applied Effect/Denoise preset 4 to overall image, to smooth the lines. I applied Effect/Raise preset 1 at low opacity for emphasis.
I cropped her in Form/Crop.
Now for Version 2. I went back to the smoothed and toned original. I opened that image in Metabrush and made this using Brushes/Shatter. I used a large partially transparent Gradient 13/32 brush.
I opened the image in iColorama, and using Effect/Blend, I blended Image A onto the Shatter image in Phoenix blending mode. I tried several blending modes and slider settings, including the Lightness slider under Set. Here I've used a brush mask over the eyes and mouth. I didn't apply yet.
Still in Effect/Blend, with the brush mask still open, I switched the brush mask brush (touch the brush icon on the brush mask bar) to an Lswirl 1/16 brush and scribbled on the brush mask over her hair. I applied.

I applied Adjust/Tonelab preset 4 for a bit of tonal separation, and also Adjust/Levels to slightly increase the contrast.
Now I opened the toned and smoothed original image in Metabrush. I made this using Brushes/Shatter and a large Kanji 1/17 brush.
In iColorama, using Effect/Blend, I blended the above shatter image over the work in progress, in Soft light mode. I tried several blending modes and slider settings.
I used Adjust/Exposure with an inverted brush mask to lighten the eyes and teeth. I removed the mask. I used Tone/Sepia at low opacity with an inverted brush mask to remove color from whites of the eyes. I removed the mask. Then I did the same to lighten adn desaturate the teeth somewhat. I removed the mask. Then I used Tone/Tint with an inverted brush mask to paint color onto the irises. I removed the mask. Then I used Effect/Denoise preset 2 at medium opacity to soften the image in preparation for using Raise. Then I used Effect/Raise preset 1 at low opacity, using a brush mask on the hair at partial opacity (on the brush mask bar, touch Set, and then touch Adjust on the popup menu, Use the Full Opacity slider to change the opacity of the mask) and so there is less of a Raise effect on the hair than on the face.
I used Form/Crop to crop the image.
