I created three versions of this image, which started from a classic painting from the Rijksmuseum, completely transformed by the application of several different textures.
I started with this photo from the Rijksmuseum website, which provides high-resolution images free to use and modify for any purpose, in their Rijksstudio.
In iColorama, I used Form/Warp to warp the figure. I used Tone/Enhance to adjust color, Adjust/Levels to adjust tone and contrast, and Style/Coherence for smoothness.
I opened the image in MetaBrush and painted all over the image using Tools/Spread. On another layer I used Brush/Textured to paint the background, and I set the opacity of this layer to 50%. On another layer I painted with Brush/Artist3 on the mustache and hair. I used the default brushes and brush settings for all these steps. I saved to my camera roll.

As brush image to create the above pattern, I used this photo from Pixabay, which is a source of copyright-free images.
I distorted the zebra pattern over the figure using Effect/Distort. I used a brush mask to preserve the face.
I used Effect/Blend and another brush mask to add a background pattern. I used a hard square brush to make the brush mask.
This is the pattern I used for the background, above. I created this pattern in MetaBrush using the method I describe here.
As brush image to create the above pattern, I used this image that I created in iColorama. I painted it using Brush/Colorized or Brush/Paint, and then blended it with a texture from the iColorama Background Exchange.
With the brush mask still in place, I used Tone/Match to match the colors of the background to the rest of the image, using the MetaBrush-painted man as the reference image (In Tone/Match, choose a reference image by tapping the Photo icon on the bottom right of the screen).
Removing the mask, I applied Style/Simplify preset 1 to the image.
I blended the image with itself, offset to the left, using Effect/Blend in Darken blend mode, with a brush mask to protect the central figure.
Keeping the brush mask in place, I used Effect/Blend to blend the image again, this time with an offset to the right.
I used a preset in Texture/Metal in Multiply mode.
Starting from 3-person blended image, I used a preset in Texture/Grunge2 in Multiply mode.
Using Effect/Blend, I blended the Grunge2 image over the Metal image.
I used Tone/Match to return the tones to those of an earlier version, and I further adjusted tone and color using Adjust/Levels and Adjust/Tonelab.
I lightened the catchlights using Adjust/Exposure and an inverted brush mask. I used Adjust/Levels to adjust tone and contrast. I used Effect/Raise and Effect/Sharpen for emphasis. I used Form/Crop to crop.
I created this second version, using a different Grunge2 preset, and no Metal texture applied, with further processing of tone and color.
