I used iColorama to apply texture to a painted portrait, as well as a new background that frames her face. I made three variations of the image.

In iColorama, using Effect/Blend and a brush mask, I blended a texture over her. I experimented with all the slider settings.
I used this Pixabay photo for the texture. Pixabay is a source of copyright-free images
I inverted the mask, and applied Style/Tensor preset 5, selecting one of the kernel presets, and I experimented with all the sliders.
With the mask still in place, I applied Style/Flow, Style/Coherence at low opacity, and Effect/Raise.
With the mask still in place, I applied Tone/B&W at medium opacity.
With the mask still in place, I applied Effect/Raise preset 4 and then I applied Effect/Scrape to soften the background a bit.
With the mask still in place, I applied a preset in Texture/Leak. I experimented with all the sliders, including those under Set. I resized and moved the top layer, and tried the flip buttons, until I got an effect I liked.
With the mask still in place, I used Tone/B&W at partial opacity, to dull the background colors.
I applied Preset/Border preset 7, then preset 3 at low opacity and using the color picker to select a dark blue from the background.
I applied Effect/Raise preset 7 at medium opacity.
Finally, I applied Effect/Glow at very low opacity.
