I created several textures using Metabrush, and I used them to make a kind of collage using iColorama.
I started with this photo from Pixabay, which is a source of copyright-free images.
I opened the photo in iColorama and used Effect/Blur preset 1 and Effect/Denoise Smooth preset to smooth her.
I used Form/Warp to enlarge and reshape the head.
I created this texture in MetaBrush. I used Brushes/Paint mode, using a large square brush at 100% opacity. In brush settings, I set spacing to its maximum value, I set position variance and rotation variance to their maximum values, and I left dynamics and extras at their default values.
In the MetaBrush step, I used this Pixabay photo as brush image. (While in Brushes/Paint, to choose the brush image, touch the flower icon on the left edge of the screen and select an image from your camera roll.)
In iColorama, I used Effect/Blend to blend the texture over the woman. I used a brush mask to protect the eyes. I tried different blending modes and slider settings.
I used the Elasticam app to enlarge the eyes.
In iColorama, I used Tone/Tint and an inverted brush mask to deepen the color of the eyes, and with the mask still in place, I used Adjust/Levels to increase the contrast of the eyes.
I used Adjust/EQ2 and Tone/Enhance to improve clarity and color. Then I used Adjust/Exposure and a brush mask to darken the background. I used Effect/Raise to bring out the texture.

In iColorama, I blended the texture onto the image, using Effect/Blend. I used a brush mask with a hard square brush.
With the mask still in place, I adjusted the color and clarity of the "hair" using Adjust/EQ2 and Tone/Enhance. Then I applied Effect/Raise to match the raised texture of the rest of the image.
I used the Elasticam app to change the shape of her face.

With the mask still in place, I made color adjustments using Tone/Enhance, and I used Adjust/EQ2 for clarity. I applied Effect/Raise to match the raised texture of the rest of the image.
I used Adjust/Tonelab Preset 1 to soften and lighten the colors.
As a final touch, I used Adjust/Exposure with an inverted brush mask and a very small square brush to paint dark areas around her eyes, for more definition of the eyes.
