I created huge soap bubbles in Metabrush, that give this image a mysterious air.
I started with this image that I made previously. You can see how I made it, here.
I painted these bubbles in Metabrush using Brushes/Paint mode with a large, medium opacity brush. I used one of the soap brushes. In Brush Settings, I used a high spacing and a high rotational variance.
In iColorama, using Effect/Blend, I blended the woman over the bubbles. I tried several blending modes and slider settings, including the Lightness slider under Set.
I increased contrast in Adjust/Levels.
I used Tone/Enhance to modify the color.
In Tone/Tint, using an inverted brush mask, I changed the eye color. Keeping the mask in place, I used Effect/Sharpen to sharpen the eyes.
I applied Effect/Raise preset 2 at low opacity for emphasis. Then to smooth the image a bit, I used Style/Simply preset 17 at low opacity.
I used Adjust/Vibrance to enhance the red tones.
In Tone/Tint, using an inverted brush mask, I tinted the eyes a bit more.
Using Tone/Enhance once more, I modified the color to give a night time glow. I used Tone/B&W at partial opacity, with an inverted brush mask, to desaturate the green in the bubbles.
To soften the image, I used one of the Effect/Blur presets at low opacity.
