There are many ways to get an impressionistic image from a photograph. Here I used Metabrush and IC Painter to achieve that. I used iColorama for fine tuning of the result.
I started with thie photo from the Sktchy app. Because Sktchy photos are small, I upsized it twice in BigPhoto.
In iColorama, I applied Style/Coherence to smooth the image, which improves the low res Sktchy images. I used Adjust/Tonelab preset 4 for tonal separation, and Effect/Raise for emphasis.
Now I opened the image in the Metabrush app. On a new layer, in Brushes/Textured mode, I painted all over the image with a Water 30 brush.
On a new layer, I painted big hair using Brushes/1color mode. In brush settings, I kept the spacing at the minimum.
On a new layer, I used Brushes/Plane on face. In brush settings, I set Structure and shadow too the minimum settings.
On a new layer, I used Brushes/Shatter with a Drytwo brush.
Now in iColorama, in Effect/Blend, I blended the previous two images. I tried several blending modes and slider settings, including the Lightness and Gray sliders under Set.
Using Adjust/Levels, I lightened some areas a bit, using a brush mask.
I opened the above image in the IC Painter app and made this. One of the things I did at the end was to turn on the Orientation switch and select 180 degrees.
Now I opened the above image in IC Painter and made this.
In iColorama, using Effect/Blend, I blended the above image with this, which is the upsized and smoothed Sktchy image.
Here is the blend result. I tried several blending modes and slider settings. The hair added interesting highlights that look like jewelry.
I lightened the image using Adjust/Tonelab preset 1.
I applied Effect/Raise preset 1 at low size to add definition to the strokes.
In Brushes/Paint, I painted onto the iris of the right eye with a low opacity hard triangular brush, matching the color to the left eye using the color picker. Then I painted the area above the eye right eye, matching the color with the left eye using the color picker.
Then, in Effect/Blend,using an inverted brush mask, I blended with the previous version of the image to get its texture for the right eye area. Then with the brush mask still in place, I used Effect/Raise at low opacity. This is to match the texture of the painted area with the texture of the rest of the image. Then I cloned the round curve of the iris of the eye from the left eye to the right, at partial opacity.
To modify the color, I used Tone/Enhance at low opacity.
I used Effect/Range to produce this black and white image that I will used as a brush mask. I was selecting for the dark red shadows by her ear and neck and in her hair at the top of her head.
Using the Range image as a brush mask, I applied Tone/Duotone Multiply mode This darkened those areas that had been rusty red.
