Dr. Byoung-chul Min earned his master's and doctorate degree at the University of Northern Illinois (NIU) in Leadership and Educational Policy Studies, and is currently a distinguished professor at Hanyang University, Seoul, Korea.
He hosted and presented practical English instruction on major Korean television networks such as MBC-TV and KBS-TV over the span of 10 years. In the era of grammar-centered English education in Korea, he promoted and advocated practical English education, contributing to Korea's globalization by initiating the national practical English education.
He also has authored a number of books and publications including 'BCM Practical English', a million seller, 'Become a Master of English' (published in Korea and China), 'A Good Person Will Succeed in the End', a Sunfull Character Education book (published in Korea and China), 'Business Creativity', Job-seeking / Start-up in the age of the 4th Industrial Revolution, 'Ugly Koreans, Ugly Americans', Cultural Differences between Koreans and Americans, and many others.
Dr. Byoung-chul Min is currently a Distinguished Professor at Hanyang University in Seoul, where he teaches ‘Business Creativity: Bringing Your Ideas to Reality’ that assists students to create their own business form grounds up. This course was first developed by Dr. Byoung-chul Min in 2011 with the purpose of reinforcing competitiveness among students in global job market in relation to the Fourth Industrial Revolution. It focuses on both theoretical and practical elements that ensures that the students are not only academically qualified but also trained in practical skills before they graduate. This course supports innovation by not only encouraging entrepreneurial activity but also maintaining mutually beneficial interaction with industries. The entire process aims at maximizing competitiveness among students and equips them with confidence to thrive in global job market.
On May 23, 2007, Dr. Byoung-chul Min established the Sunfull Internet Peace Movement (www.sun-full.org), first of its kind that counters cyberbullying and hate speech while protecting human rights on the internet. Sunfull’s core objective is to inspire everyone, especially youth to use positive language online and to post encouraging comments for the victims of online attacks.
For the past 13 years, Sunfull has been creating special comment campaigns where youths post messages of sympathy and encouragement for the victims of global tragedies and events around the world.
As Dr. Min mentions, “Through character education on the consequences of bullying, we can help shape the youth of the world into responsible netizens.”
Currently, more than 7 thousand elementary, middle and high schools, universities and organizations are participating in the Sunfull Internet Peace Movement, along with more than 770,000 members and 99.3% of members of the 21st Korean National Assembly.

On January 2018, several United States congress members have signed to support the Sunfull Internet Peace Movement.
On December 2017, when the Korean Peninsula was facing the threats of nuclear war due to the hate speech between the leaders of the United States and North Korea, Min invited the Nobel Prize laureates to the DMZ to announce ‘Pyeongchang Peace Declaration’, wishing for peace on the Korean Peninsula and urging North Korean athletes to participate in the 2018 Pyeongchang Winter Olympics Games, in cooperation of National Assemblyman, Byung-du Min and Gangwon-do Province.
On 19 December 2017, the Pyeongchang Peace Declaration has been announced by Byoung-chul Min, chairman of the Sunfull Foundation and Tilman A. Ruff, co-representatives of IPPNW and Tim Wright of ICAN.
'Pyeongchang Peace Declaration' led Dr. Byoung-chul Min to establish the world’s first ‘Internet Peace Prize’ in April 2018 with the purpose of contributing to human rights and world peace on the internet. On October 11, 2018, 'The 1st Internet Peace Prize’ went to the ‘Kawasaki Citizen Network’, which has opposed hate speech in Japan, and ‘Ken Ogiso’, who has conducted more than 2,000 lectures for the prevention of violence on the Internet in Japan.
Hon. Florida P. Robes, a congresswoman of Philippines, initiated the Sunfull Internet Peace Movement in the Philippines. On October 2, 2019, 12 members of the House of Representatives of Philippines held a Sunfull Internet Peace Movement Launching Ceremony, with 12 congress members who signed to support ‘Sunfull Politics Declaration’.
On October 29, 2019, Dr. Byoung-chul Min suggested a bill to National Assemblywoman Soo-min Kim to propose a partial amendment to the ‘Framework Act on Informtation’, which enforces cyberbullying prevention education in all schools, work places and institutions in Korea.
On December 24, 2019, for the first time among local governments, the Gangnam-gu city office signed an MOU with the Sunfull Foundation, which contains mandatory Sunfull cyber violence prevention education to all employees.
We have proposed the "Mandatory Education for Cyber Violence Prevention Act" to the National Assembly of the Republic of Korea, and the passage of the bill will allow young children in their development period to receive character education, creating a positive society full of encouragement and consideration, hence eradicating the malicious comments and comments of slander that are prevalent in our current society.
Furthermore, we would like to encourage this educational program to other countries in the global community and pass such legislation to create a global village full of encouragement and positivity while protecting human rights.
