Intervention Design Thinking: A power-literate framework for educating designers and practitioners for long-term systems change
Abstract:
This paper introduces Intervention Design Thinking (IDT), a power-literate framework for understanding how interventions shape long-term systems change across social, institutional, and ecological contexts.
Developed at the intersection of transition design, systems thinking, and practice-based inquiry, the framework organizes interventions into three interacting domains: Top-Down interventions (TDI) operating through policy and governance, Bottom-Up interventions (BUI) emerging through communities and culture, and Middle-Out interventions (MOI) coordinating institutions, networks, and intermediaries.
The paper argues that sustainability transitions depend not only on individual interventions, but on the coherence between interventions across scales and power structures over time. Drawing from systems theory, regenerative design, and sustainability transitions research, IDT positions interventions as dynamic relationships embedded within feedback loops, historical conditions, and evolving socio-technical systems. 1. Introduction
Like an acupuncturist working within a living body, intervention designers do not control the systems they seek to influence. They act within existing flows of relationships, resources, incentives, information, culture, and power. Interventions may redirect, amplify, dampen, coordinate, unblock, accelerate, stabilize, or transform systemic dynamics. Their effectiveness depends not only on their design, but on timing, placement, legitimacy, context, and interaction with other interventions already operating within the system.
This perspective shifts attention away from isolated solutions and toward intervention ecologies. While individual interventions can matter, long-term societal transitions rarely emerge from singular actions alone. More often, they arise through the interaction of multiple interventions unfolding across institutions, communities, infrastructures, markets, technologies, and cultures.
This paper introduces Intervention Design Thinking (IDT), an emerging framework for understanding how interventions influence the trajectories of complex adaptive systems. Situated at the intersection of systems thinking, transition design, sustainability transitions research, and practice-based inquiry, IDT seeks to address a deceptively simple question:
How do interventions move systems?
The question emerges from a practical observation. Systems are constantly changing. Ecological systems evolve, institutions adapt, cultures shift, technologies diffuse, and economies reorganize. Change itself is not unusual. The challenge for practitioners is understanding how intentional actions interact with ongoing systemic dynamics and why some interventions appear to generate durable transformation while others dissipate, stall, or produce unintended consequences.
Within contemporary design and systems practice, considerable attention has been devoted to systems mapping, futures literacy, social innovation, and sustainability transitions. Practitioners have become increasingly skilled at diagnosing complexity and visualizing interdependence. Yet many still struggle to translate systems awareness into effective intervention strategy. While systems thinking helps practitioners see systems, it offers fewer tools for understanding how to act within them.
Intervention Design Thinking emerges from this gap.
At its core, IDT proposes that interventions are not merely projects, programs, policies, or initiatives. They are attempts to influence the behavior and future trajectory of a system. These attempts may take many forms: legislation, organizational policies, funding mechanisms, educational programs, social movements, infrastructure investments, cultural narratives, technological platforms, mutual aid networks, or changes in institutional practice. Some interventions are highly visible. Others become embedded within infrastructure, norms, incentives, and routines, shaping behavior long after their origins have been forgotten.
The framework is grounded in the proposition that interventions operate through different forms of power. To understand why interventions succeed, fail, scale, mutate, or become durable, practitioners must understand not only systems, but the power relationships embedded within them. For this reason, IDT introduces a distinction between three interacting domains of intervention:
Top-Down Interventions (TDI) operating through governance, policy, infrastructure, and formal authority.

This perspective shifts attention from intervention design as a problem-solving activity toward intervention design as a practice of stewardship. Rather than asking how to engineer outcomes, practitioners are invited to consider how interventions participate within living systems whose behavior cannot be fully controlled or predicted.
The framework also carries a pedagogical ambition. If systems literacy concerns the ability to perceive relationships, patterns, and dynamics, intervention literacy concerns the ability to act within those systems with discernment, responsibility, and effectiveness.
Within IDT, intervention literacy can be understood as the capacity to intervene with both sufficient force and appropriate care.
This formulation echoes a longstanding tension within social change practice. Martin Luther King Jr. observed that "power without love is reckless and abusive, and love without power is sentimental and anemic." The challenge of intervention design is not merely generating change, but learning how to exercise influence responsibly within living social and ecological systems. Effective interventions require both the capacity to move systems and the commitment to remain accountable to their consequences.
Drawing from Transition Design, systems thinking, and regenerative frameworks, the paper positions IDT as both an analytical lens and a pedagogical scaffold. It aims to help practitioners, educators, and communities better understand how interventions scale, stall, mutate, or become durable within complex systems. The framework is intended to support more coordinated approaches to weaving socially and ecologically regenerative futures.
The origins of this inquiry can be traced to food systems transformation work conducted through Transforming Hawaiʻi's Food Systems Together (THFT), a statewide initiative led by Dr. Albie Miles at the University of Hawaiʻi, West Oʻahu. As part of systems mapping, policy analysis, and resilience planning workshops, efforts were undertaken to identify strategic interventions capable of strengthening Hawaiʻi's food system such as removing economic barriers to local food purchasing, improving state and civil society alignment, and supporting farm to school programs. The map of the food system provided a conceptual framework used to identify interventions which would strengthen food security in Hawaii.
In preparing for the workshops questions arose from the pragmatic and technical perspective of intervention design and also philosophical matters; what constitutes an intervention? Is there a grammar, typology, or semiotics of intervention design? Is government policy, grassroots efforts, or community organizing the most effective lever for systemic change? What is the portfolio of interventions required to initiate and sustain systems change?
Although these questions emerged within the context of food systems transformation, they appeared equally relevant to challenges in education, governance, public health, technology, organizational change, economic development, and sustainability transitions. Over time, this inquiry expanded beyond food systems and evolved into a broader investigation of intervention dynamics across complex adaptive systems.
This paper represents an initial articulation of Intervention Design Thinking as an evolving field of inquiry rather than a finalized methodology. Its purpose is not to provide universal solutions, but to contribute toward a form of intervention literacy: the capacity to recognize, analyze, design, coordinate, and steward interventions within complex systems.

2. Background and Theoretical Foundations
Intervention Design Thinking builds upon several overlapping traditions: systems thinking, transition design, sustainability transitions research, cybernetics, regenerative practice, and relational theories of power. IDT seeks to address a question that remains comparatively underdeveloped: how interventions operate across different forms of power, authority, coordination, and lived experience.
Herbert Simon’s “The Sciences of the Artificial” (1969) remains foundational for contemporary design theory. Simon framed design as the process of transforming existing conditions into preferred ones under conditions of complexity and bounded rationality. His work established design as an intentional practice of systems shaping rather than merely object creation.
Donella Meadows’ work on leverage points (1999) expanded systems thinking by demonstrating that interventions have different levels of influence depending on where they are positioned within a system. Some interventions alter parameters, while others shift goals, paradigms, or information flows. Meadows’ work is especially relevant to IDT because it foregrounds the uneven power of interventions within complex systems.
Buckminster Fuller’s concept of the trimtab offers a complementary systems insight. Fuller described how a very small steering mechanism can redirect a much larger system when positioned strategically within a field of forces. The trimtab principle helps explain how seemingly modest interventions can produce disproportionate systemic effects when aligned with leverage points and feedback structures.
Transition Design scholarship developed by Terry Irwin, Cameron Tonkinwise, and Gideon Kossoff (2015) extends these systems traditions into long-term societal transformation. Transition Design emphasizes visioning, systems literacy, transdisciplinary collaboration, and interventions oriented toward sustainable futures rather than short-term optimization.
Within sustainability transitions research, Frank Geels’ multi-level perspective (2002) describes transitions as interactions between niches, regimes, and landscape conditions. This perspective reinforces the idea that transitions occur across multiple interacting scales rather than through isolated interventions.
At the same time, several scholars complicate purely technical understandings of systems by foregrounding power, culture, and relationality. Adam Kahane’s “Power and Love” (2017) argues that transformation requires balancing agency and connection rather than relying solely on coercive power or idealistic consensus. Riane Eisler’s distinction between domination systems and partnership systems (1987) offers a cultural and historical lens for understanding how societies organize power relationships.
Donna Haraway’s “Staying with the Trouble” (2016) challenges solutionist thinking and emphasizes situated, entangled forms of responsibility within damaged systems. Similarly, Manulani Aluli Meyer’s work on Indigenous epistemologies emphasizes relational knowing, place-based knowledge, and embodied forms of understanding.
Together, these traditions suggest that systems are not merely technical architectures. They are relational, historical, political, ecological, and cultural formations. Yet despite this rich body of work, many practitioners still struggle to translate systems literacy into actionable intervention strategy.
Intervention Design Thinking attempts to bridge this gap by offering a practical framework for understanding how interventions behave across power domains and how coherence between interventions shapes system trajectories.
3. Defining Interventions
In everyday language, an intervention is often understood as an intentional act meant to improve or redirect a situation. In systems contexts, however, this definition becomes insufficient.
Many interventions are not experienced as interventions when they are first introduced. Over time they become normalized and disappear into infrastructure, policy, or culture. Sidewalks influence mobility patterns. Platform algorithms shape collective attention. Tax structures influence development behavior. Historical zoning decisions continue shaping cities decades after their implementation.
For this reason, Intervention Design Thinking adopts a broader definition:
An intervention is any action, structure, relationship, or condition that alters the behavior or future trajectory of a system.
This definition intentionally expands beyond discrete projects, programs, and policies. It recognizes that systems are continuously influenced by both deliberate and emergent forces operating across multiple scales.
Interventions can be:
Intentional or unintentional
centralized or distributed
temporary or durable
material, cultural, political, or informational
Importantly, interventions are not evaluated only by intention but by systemic consequence.
For example:
A flood wall may reduce immediate risk while increasing downstream vulnerability.
A rideshare platform may increase convenience while undermining public transportation systems.
A community garden may produce ecological, educational, and social effects beyond food production alone.
The key question therefore becomes not simply “What is the intervention?” but:
What systems does it interact with?
What feedback loops does it trigger?
What historical conditions shape its effects?
How does it redistribute power, risk, or opportunity?
What forms of future become more or less likely because of it?
This framing shifts intervention design away from isolated solutionism and toward systemic consequence analysis.
4. Three Domains of Intervention
IDT organizes interventions into three interacting domains: Top-Down, Bottom-Up, and Middle-Out. These are not rigid categories but analytical lenses for understanding how interventions operate across systems of authority, coordination, and lived experience.

Top-Down interventions emerge from formal systems of authority such as governments, corporations, regulatory agencies, and large institutions. They typically operate through:

Top-Down interventions can mobilize large-scale resources and rapidly alter system conditions. However, they may also become detached from local context or produce unintended consequences when designed without sufficient feedback from affected communities.
4.2 Bottom-Up Interventions
Bottom-Up interventions emerge from communities, grassroots initiatives, cultural systems, and lived experience. They often operate through:

Bottom-Up interventions tend to be context-sensitive and adaptive, but they may struggle to scale or gain institutional support.
4.3 Middle-Out Interventions
Middle-Out interventions operate between centralized systems and distributed communities. They include:

These systems often function as translators, brokers, amplifiers, or coordinators across scales.
Examples include:

Middle-Out systems are especially important because they frequently determine whether ideas, policies, or practices can move between institutional and community scales. Rather than privileging one domain over another, IDT proposes that effective transition work requires understanding the relationships between all three.
5. Coherence of Interventions and the Dynamics of Change

A central proposition of IDT is that systems change depends less on isolated interventions and more on the coherence between interventions across domains. Coherence refers to the degree to which interventions reinforce rather than contradict each other across time.
For example:
A city may introduce climate policy while simultaneously subsidizing car-dependent development.
A school system may promote creativity while maintaining highly standardized evaluation structures.
A community resilience initiative may flourish when institutional support, local participation, and intermediary coordination align.
In each case, coherence shapes whether interventions amplify or undermine one another. Coherence does not imply centralized control or total agreement. Instead, it describes relational alignment between system forces. Several additional dynamics shape how interventions behave:
Emergence
System outcomes emerge from interactions between interventions rather than from any single intervention alone. A transportation policy combined with changing cultural values, technological platforms, and economic pressures may produce outcomes none of those systems intended independently.
Feedback
Interventions generate reinforcing and balancing feedback loops. Some amplify change while others stabilize existing structures. Understanding these loops is critical for anticipating unintended consequences.
Path Dependence and Legacy
Systems carry historical decisions forward. Infrastructure, legal frameworks, institutional cultures, and economic arrangements create inertia that shapes future possibilities. This helps explain why systems often resist transformation even when alternatives are widely desired.
Reconfiguration
Systems rarely change through replacement alone. More often, they shift through redirection and reconfiguration of existing forces. This resembles Buckminster Fuller’s trimtab logic or certain principles found in Aikido: leverage and redirection can sometimes outperform direct opposition.
Together, these dynamics suggest that interventions should be understood as part of evolving ecologies of change rather than isolated design acts. One practical implication of this perspective is the recognition that interventions frequently generate effects across multiple dimensions simultaneously.
An intervention may influence:
The immediate problem it was designed to address.
The relationships between actors within the system.
The future conditions under which subsequent interventions become possible.
These can be understood as three interconnected layers of impact:
Direct impacts on system behavior.
Relational impacts on trust, legitimacy, participation, and coordination.
Developmental impacts on future opportunities, capacities, and pathways.
A successful intervention therefore does more than solve a problem. It may strengthen relationships, build capability, increase trust, create legitimacy, or expand a system's capacity for future adaptation. Conversely, an intervention may achieve a short-term objective while degrading the conditions necessary for long-term resilience. Understanding these ripple dynamics is essential for evaluating intervention quality.
At the center of IDT is the proposition that intervention literacy is a learnable capability.
Intervention literacy is the capacity to intervene with both force and care.
This capability requires more than technical knowledge. It requires the ability to understand how power operates, how systems respond, and how consequences unfold over time. Practitioners must learn to recognize that interventions are never neutral. Every intervention redistributes attention, resources, opportunities, constraints, risks, and possibilities. Every intervention shapes relationships. Every intervention contributes to the conditions from which future interventions emerge. For this reason, intervention literacy combines analytical, strategic, ethical, and relational dimensions.
Through the development of the framework, four recurring capacities emerged as particularly important for effective intervention practice:

Together these dimensions form a practical scaffold for intervention design and evaluation.
Systemic Immersion
Systemic Immersion concerns proximity to the lived realities of a system. Before attempting to change a system, practitioners must first develop an understanding of how the system is experienced by those within it.

Without immersion, interventions risk becoming abstract exercises detached from the realities they seek to influence.Many failed interventions can be traced to insufficient contact with the conditions they were intended to address.
Systemic Insight
Systemic Insight concerns the ability to perceive patterns beneath surface events. This dimension draws heavily from systems thinking traditions and includes:

Systemic Force

An intervention may be well-informed and ethically motivated yet remain ineffective if it lacks sufficient force to influence the conditions it seeks to change. Conversely, force without insight or accountability can generate unintended harm. Systemic Force therefore focuses not simply on possessing power but on understanding how power operates within systems.
Systemic Commitment
Systemic Commitment concerns responsibility for consequences. Many interventions are evaluated primarily at the moment of launch. Complex systems, however, continue responding long after implementation.
Commitment asks practitioners to remain engaged with:

Rather than treating intervention as a discrete event, commitment frames intervention as an ongoing relationship. This dimension reflects the reality that interventions continue generating consequences whether or not designers remain present to observe them.
Complex transitions rarely emerge from single interventions. Instead, they arise from portfolios of coordinated actions unfolding across scales and time horizons. IDT therefore emphasizes shaping intervention portfolios rather than isolated interventions.
For example, a regenerative urban food transition might involve:

No single intervention creates the transition independently. Instead, change emerges from the interaction between interventions.
This aligns closely with Transition Design’s emphasis on long-term transition pathways and scenario-based thinking. It also resonates with futures studies approaches such as transformative scenario planning, which explores how multiple actors navigate uncertainty through coordinated experimentation rather than fixed master plans.
The concept of regenerative futures is especially important here. Regeneration is not simply sustainability plus efficiency. Regenerative systems restore capacity, resilience, reciprocity, and relational health over time.
Within IDT, regenerative futures emerge when:

This framing shifts transition work away from optimization toward ongoing stewardship.
One of the primary motivations behind Intervention Design Thinking (IDT) is pedagogical. While design education often cultivates creativity, empathy, ideation, and problem solving, questions of power, governance, institutional leverage, and systems change frequently remain implicit. Students of design thinking (human-centered design) may learn to design products, services, and experiences without developing literacy around the larger systems that shape whether those designs can achieve meaningful and lasting impact. Design thinking often optimizes symptoms inside systems it is not permitted to question, while intervention design treats the system itself as the primary design material.
This shift in focus becomes increasingly significant when addressing contemporary challenges such as climate transition, public health, housing, mobility, education, and democratic governance. In these domains, the primary barriers are often not technical or creative. Rather, they are institutional, political, economic, and infrastructural. As a result, practitioners may become highly skilled at generating insight while remaining relatively underprepared to understand how change actually occurs within complex systems.
Rather than focusing exclusively on the design of artifacts, IDT encourages students to examine the design of interventions themselves. Policies, movements, infrastructures, funding mechanisms, governance arrangements, narratives, and organizational structures can all be understood as designed interventions operating within larger systems.
Importantly, IDT is not intended as a rigid methodology. Rather, it functions as a scaffold for understanding how interventions emerge, interact, and evolve within complex adaptive systems.
Design thinking has made important contributions to contemporary design education. Its emphasis on empathy, reframing, experimentation, and iterative learning has expanded the scope of design beyond artifact production and toward broader forms of problem solving.
However, many contemporary challenges reveal a persistent tension within design practice. Practitioners are often trained to understand systems more deeply than they are trained to influence them. They may develop sophisticated analyses of social, organizational, or ecological problems while remaining relatively unfamiliar with the mechanisms through which systemic change occurs.
Intervention Design Thinking emerged in response to this gap.
Where design thinking often asks:

IDT asks:
How might we influence the system that produces this problem?
This shift expands the object of design from products, services, and experiences toward feedback structures, incentive systems, governance arrangements, infrastructures, narratives, and institutions.
The distinction is not merely one of scale. It is also a question of agency. Design thinking frequently operates at the level of representation and proposal, generating new possibilities within existing systems. IDT extends this inquiry toward intervention itself, asking how change becomes durable, how interventions acquire force, and how they remain accountable to the systems they seek to influence.
Rather than replacing design thinking, IDT seeks to situate it within a broader inquiry into systemic change. Design capabilities remain essential. However, they are complemented by a deeper engagement with power, leverage, coordination, and long-term stewardship.
The educational aim of IDT is not to produce experts capable of controlling complex systems. Such control is rarely possible. Instead, the framework seeks to cultivate practitioners capable of intervening thoughtfully within uncertainty.
To support this development, IDT emphasizes four interrelated capacities:
Systemic Immersion: the ability to develop fluency within a system through observation, participation, and engagement with multiple perspectives.
Systemic Insight: the ability to identify patterns, feedback structures, leverage points, and underlying causes of system behavior.
Systemic Force: the ability to translate insight into interventions capable of influencing system dynamics through policy, governance, infrastructure, capital allocation, organizational change, narrative, or collective action.
Systemic Commitment: the willingness to remain accountable to the consequences of intervention over time, adapting and learning as systems respond.
Together, these capacities move beyond a conception of design centered primarily on creativity and problem solving. They orient practitioners toward responsible influence within complex adaptive systems.
In this sense, Intervention Design Thinking is less a methodology than a pedagogical orientation. Its purpose is to help individuals and institutions develop the capacity to intervene with greater awareness, coherence, responsibility, and care within the living systems they inhabit.
Intervention literacy may ultimately be understood as the capacity to intervene with both force and care: with sufficient force to influence systemic conditions, and with sufficient care to remain accountable to the consequences of that influence.
The methodological orientation of this work is best described as practice-based inquiry.
Rather than beginning with a fixed theoretical model, the framework evolved through iterative cycles of observation, facilitation, systems mapping, conceptual synthesis, comparative analysis, and reflection.
Patterns were identified through engagement with real-world interventions rather than through experimental testing or formal quantitative analysis. Accordingly, the framework should be understood as an interpretive and generative model rather than an empirically validated theory.
Its purpose is not to establish causal certainty, but to provide a practical lens through which practitioners can analyze, discuss, design, and evaluate interventions within complex systems.
The framework draws upon traditions of reflective practice within design research, where understanding emerges through iterative cycles of action, observation, evaluation, and adaptation.
From this perspective, interventions function as hypotheses. Each intervention represents an implicit proposition about how a system may respond. The system, in turn, provides feedback, enabling learning through continued observation and engagement.
The development of the framework also involved extensive use of generative AI tools for conceptual exploration, structural iteration, comparative synthesis, critique, and draft development. These tools functioned as conversational and analytical supports rather than autonomous authors. All conceptual framing, interpretation, synthesis, and editorial decisions remain the responsibility of the author.
The use of AI within this inquiry is itself noteworthy. From an IDT perspective, generative AI may be understood as a form of Middle-Out intervention infrastructure: a coordination technology that supports synthesis across large conceptual spaces and accelerates iterative learning processes.
Questions concerning authorship, epistemology, intellectual labor, and the future of knowledge production remain important areas for future inquiry and extend beyond the scope of this paper.
Several limitations should be acknowledged.
First, the framework remains exploratory and has emerged through practice-based inquiry rather than formal empirical validation.
Second, concepts such as intervention literacy, coherence, and Triple Ripple Impact remain interpretive constructs that require further operationalization and testing.
Third, the framework has been developed primarily within domains familiar to the author, including design education, governance, sustainability transitions, community development, and food systems. Applications in other contexts may reveal additional strengths, limitations, or refinements.
Accordingly, Intervention Design Thinking should be understood as a developing field of inquiry rather than a finalized theory.
The intent of this paper is not to establish a closed framework, but to provide a starting point for dialogue, critique, experimentation, and collaborative refinement.
Future development may include comparative case studies, intervention pattern libraries, coherence assessment methods, participatory workshop protocols, intervention mapping tools, educational curricula, and longitudinal studies of intervention portfolios.
If systems are continually shaped by interventions, then frameworks for understanding interventions must also remain open to adaptation.
The framework is therefore offered not as a definitive answer, but as an invitation: to explore how interventions shape systems, how systems shape interventions, and how practitioners might become more capable stewards of both.
Intervention Design Thinking begins from a simple observation: systems are continually shaped by interventions.
Policies, movements, infrastructures, institutions, technologies, narratives, and everyday practices all function as interventions that influence how systems evolve over time. Yet these interventions are often studied separately, obscuring the relationships through which change actually occurs.
This paper has proposed Intervention Design Thinking as a framework for making those relationships more visible.
By distinguishing between Top-Down, Bottom-Up, and Middle-Out intervention domains, the framework provides a practical vocabulary for examining how influence moves through systems. By introducing concepts such as intervention ecologies, coherence, Triple Ripple Impact, and intervention literacy, it offers a way of understanding not only individual interventions, but the dynamics through which interventions interact, reinforce one another, compete, or generate unintended consequences.
The educational motivation behind the framework is equally important. Contemporary practitioners are often trained to understand systems more deeply than they are trained to influence them. Intervention Design Thinking responds to this challenge by foregrounding questions of power, leverage, coordination, and stewardship alongside creativity, empathy, and problem solving.
Ultimately, the framework is less concerned with designing things than with cultivating the capacity to intervene responsibly within living systems.
If design thinking asks how we might create better products, services, or experiences, Intervention Design Thinking asks a broader question:
How might we become more capable stewards of the interventions that shape our shared futures?
The answer is unlikely to be found in singular solutions or heroic acts. More often, it will emerge through ongoing efforts to perceive systems more clearly, coordinate across differences, act with appropriate force, and remain accountable to the consequences of our actions.
In that sense, intervention literacy is not simply a design competency. It is a civic and ecological capacity for an increasingly interconnected world.
