Applicants whose first language is not English must demonstrate English Language Proficiency (ELP) for admission to credit programs by presenting evidence of one of the following:

English as a Second Language (ESL) instruction has always been an important part of C.A.R.E.. they offer courses for beginner to intermediate levels of English during the day time and evening. C.A.R.E. provides CIC funded Language Instruction to Newcomers to Canada (LINC) during the day and English as a Second Language (ESL) in the evening.

Adult Literacy: The Red Deer Public Library Adult Literacy Program matches adult learners with volunteer tutors to work together 2 - 4 hours per week. They meet once or twice weekly, usually at the Dawe or Downtown Branches of the Library. Learners meet with their tutors in one-to-one situations, or in small groups of 2-5 learners.
