Why should I support Legislation?

Interior Design regulation at the state level helps establish and maintain professional standards that protect the health, safety and welfare of the general public. The Consortium for Interior Design Rhode Island firmly believes that legal recognition, achieved through registration and certification, brings uniformity to the profession, defines responsibility of an interior designer, and encourages excellence in the Interior Design industry. Active engagement from NCIDQ Certificate holders and the public is essential to advancing policies that protect public safety.

What do commercial interior designers do?

Interior design encompasses the analysis, planning, design, documentation, and management of interior non-structural/non-seismic construction and alteration projects in compliance with applicable building design and construction, fire, life-safety, and energy codes, standards, regulations, and guidelines for the purpose of obtaining a building permit, as allowed by law. Qualified by means of education, experience, and examination, interior designers have a moral and ethical responsibility to protect consumers and occupants through the design of code-compliant, accessible, and inclusive interior environments that address well-being, while considering the complex physical, mental, and emotional needs of people. What are the benefits of legislation for interior designers?

What type of legislation are we pursuing?

The legislation we have put forth is what is known as a practice act. A practice act defines, regulates, and governs the scope of practice, licensing requirements, and standards for a specific profession. In the case of interior design, licensure relies on NCIDQ certification.

Why should the public care about interior design legislation?

Legislation establishes regulations that guide the work of interior design professionals. When a person hires a registered interior designer, they can feel confident that the work they complete complies with code and conforms to quality standards.

Will this legislation affect other design professionals' ability to practice in the state?

In short, no. Designers who are not already NCIDQ certified and choose not to pursue licensure can continue to work alongside licensed architects and other stamping officials and rely on them to stamp their drawings. Proposed legislation also includes exemptions for furniture, finishes, residential kitchen and bath design, and lighting and plumbing that do not affect structure, meaning that designers whose projects incorporate this scope will not be affected by the legislation.
