The 2025 International Forum on Digital Learning focuses on advancing digital learning in primary and secondary education. The forum brings together policymakers, educators, and researchers from around the world to exchange experiences in implementing digital learning policies and practices. It also explores the role of artificial intelligence (AI) in education, addressing key challenges and shaping future strategies.
Since 2022, Taiwan’s Ministry of Education has been implementing the Digital Learning Enhancement Plan to promote the policy of “Internet Access for Every Classroom, Online Learning for Every Student.” The plan is built on three key pillars:
Developing diverse digital learning content, including videos, animations, e-books, educational games, and virtual/augmented reality applications.
Providing mobile devices and internet access to ensure equitable learning opportunities for all students.
Applying big data analytics in education to support policy-making, improve teaching strategies, and enhance learning outcomes.
The Ministry also fosters public-private collaboration to develop free, high-quality digital resources integrated into the Taiwan Adaptive Learning Platform (TALP), offering personalized learning pathways tailored to students' individual needs. Additionally, schools receive funding to acquire customized digital content and software based on their unique learning contexts.
With the rapid advancement of Generative AI, the Ministry has incorporated AI technology into the Digital Learning Enhancement Plan to improve the effectiveness and flexibility of teaching and learning.
Through this forum, Taiwan seeks to engage international partners in sharing experiences on AI applications in education, fostering global collaboration, and advancing innovative digital learning strategies for the future.
