There are several online brokerages out there that allow commission free trading, sometimes for an annual fee (check out the 2017-01-04 entry on the "Transactions" page) or for having a minimal portfolio balance. I dare not endorse any specific brokerage, but I am certain you can find one with commission-free trading using your own savvy internet search skills.
October 2019 update: Numerous major retail internet brokerages have dropped their commissions to $0 per trade for equities. Now there's no excuse to not buy and sell equities up to your level of risk comfort.
Where are you getting fractional shares?

I dare not endorse any specific brokerage, but I am certain you can find one that offers dollar-based trading using your own savvy internet search skills.
When all is said and done, all you're doing is stock picking and attempting to time the market.
Okay. Thanks for the insight. Personally, I think anybody who invests, whether short-term trading or long term buy-and-hold investing, is engaging in stock picking and market timing. There's nothing magical about buy-and-hold investing that helps you avoid stock picking and timing.
You're little system here might work in a bull market, but will fail miserably in a bear market or even sideways market.
Heh heh, you called it a "system." Well, whatever it is, I pretty much expect every purchase to fail miserably, in any market. Which is why I strive to purchase stocks I plan to own forever.

Why did you create this Web site?
It started as a Google Sites webpage utilizing live (Google Sheets-based) data tables as a "proof of concept" for a friend. As I'm tracking the investments for myself in Google Sheets anyhow, and this Google Sites page requires no regular maintenance, it will likely stay up until Google stops supporting the "Googlefinance" function in Sheets.
How come sometimes there are no data in the tables, or the charts do not show up?
All of the data on this site are dependent on Google Finance data. Sometimes Google Finance has hiccups, and it impacts the functionality of all the spreadsheets and data tables using the Google Finance data feed. It's out of my control when this happens.
