It evaluates conditions at the exact moment of execution and determines:
proceed
pause
or stop
This is not advisory.
This is enforced.
No execution without validated state
If required conditions are not met:
execution does not proceed
completion is not allowed
outcomes are not accepted
Before any action is permitted, the system validates:
Is the individual stable?
Is stress elevated?
Is response controlled?
Is the necessary data present?
Are assumptions being made?
Is anything unclear or missing?
Are conditions understood?
Is there external pressure influencing action?
Is the situation changing?
Are prior steps completed?
Is this the correct next action?
