In addition to economic education, Dr. Eyzaguirre has an extensive experience in development issues with a new institutional economics approach. On one hand, as a consultant and researcher working on institutional analysis and the impact on private economic activities with the support of organizations like the World Bank, Inter-American Development Bank, and international foundations; advising also modernization of the state, decentralization, judicial reform, and competitiveness government programs. On the other hand, as an expert in competition and regulatory issues working in dispute resolution (competition, consumer protection, telecom regulation, among others) in the competition authority, the telecom regulatory agency and as private arbitrator and ombudsman.

OSIPTEL (Organismo Supervisor de las Inversiones en Telecomunicaciones) is the telecommunications regulatory agency. Among its functions, it solves controversies on competition and interconnection issues between firms in the sector. The CCO (composed of three to five members of different backgrounds: lawyers, economists, engineers) are created ad-hoc to solve specific controversies.

INDECOPI
- Member of the Defense of Competition Tribunal, (having served as Vice-President and President), from July 1996 to October 2002.
INDECOPI (National Institute for the Defense of Competition and the Protection of Intellectual Property) is a government agency in charge of promoting competition in the markets (competition policies, consumer protection, access to the markets due to government rules and regulation, bankruptcy policies) and respect for intellectual property. Its main function is to solve controversies among privates in these matters and impose sanctions. INDECOPI, at the time, was consistently voted as the most efficient public or private organization of the country.
