In addition to economic education, Dr. Eyzaguirre has an extensive experience in development issues with a new institutional economics approach. On one hand, as a consultant and researcher working on institutional analysis and the impact on private economic activities with the support of organizations like the World Bank, Inter-American Development Bank, and international foundations; advising also modernization of the state, decentralization, judicial reform, and competitiveness government programs. On the other hand, as an expert in competition and regulatory issues working in dispute resolution (competition, consumer protection, telecom regulation, among others) in the competition authority, the telecom regulatory agency and as private arbitrator and ombudsman.

The Economics Department has been organizing the most important annual economics meeting in the country, with speakers like Nobel Laureate Douglass North, Arnold Harberger, former President of Spain Jose María Aznar, among others.

The purpose of the society is to promote the study and discussion of institutional changes needed to facilitate the functioning of a market economy that contributes to the country’s development. Design and organization of the society’s activities, including editing and publishing of a quarterly journal (Revista de Economía y Derecho), organizing seminars, courses and the Economics Annual Conferences.

Mediate and arbitrate customer (individual and small business) complaints to financial service companies. Formulate recommendations to the financial service companies to improve their relationships with clients. Published a quarterly Bulletin.

- Member of Cuerpos Colegiados Ordinarios (CCO) of OSIPTEL, 1997-2008

OSIPTEL (Organismo Supervisor de las Inversiones en Telecomunicaciones) is the telecommunications regulatory agency. Among its functions, it solves controversies on competition and interconnection issues between firms in the sector. The CCO (composed of three to five members of different backgrounds: lawyers, economists, engineers) are created ad-hoc to solve specific controversies.

• • Instituto Apoyo (Top 5 Think Tanks in Latin America by Foreign Policy Research Institute)

- Project Director, from June 1995 to February 2003

Design of research proposals, fund raising, and direction of research projects related to institutional analysis and reform and its impact on economic activities (like impact of judicial performance on business, political economy of institutional reforms, decentralization process, crime and violence), with the support of institutions like the World Bank, Inter American Development Bank, Corporación Andina de Fomento, Tinker Foundation, among others.

- Member of the Defense of Competition Tribunal, (having served as Vice-President and President), from July 1996 to October 2002.

INDECOPI (National Institute for the Defense of Competition and the Protection of Intellectual Property) is a government agency in charge of promoting competition in the markets (competition policies, consumer protection, access to the markets due to government rules and regulation, bankruptcy policies) and respect for intellectual property. Its main function is to solve controversies among privates in these matters and impose sanctions. INDECOPI, at the time, was consistently voted as the most efficient public or private organization of the country.

Give advise to the Presidency of INDECOPI´s Board of Directors in different matters, like policy making (improving legislation) and the development of public sector management tools for INDECOPI (Strategic Planning, Performance Indicators, and so on).
