Annual Secured Property Tax Bill

The annual bill, which includes the General Tax Levy, Voted Indebtedness, and Direct Assessments, that the Department of Treasurer and Tax Collector mails each fiscal tax year to all Los Angeles County property owners by November 1, due in two installments.

Adjusted Secured Property Tax Bill

A bill that replaces the Annual Secured Property Tax Bill due to the following reasons: a change or correction to the assessed value of the property; the allowance of an exemption that was previously omitted; the correction of a Direct Assessment placed on the property from a municipality or special district; or the inclusion of a penalty for failure to comply with certain requirements of the Office of the Assessor prescribed by law (this excludes a penalty resulting from a delinquent payment).

Closing/Settlement Statement

A document that provides the closing details on a real estate transaction including the escrow deposits for property taxes, commissions, loan fees, points, hazard insurance, and mortgage insurance. Also called HUD-1 Settlement Statement or Settlement Sheet.

Five-Pay Plan 

A five-year payment plan that allows defaulted property taxes to be paid in 20 percent increments of the redemption amount, with interest, along with the current year property taxes annually.

Four-Pay Plan

A four-year payment plan that allows prior year escaped assessments to be paid in 20 percent increments of the escaped property taxes, without penalties or interest, along with the current year property taxes annually.

Property Tax Postponement

A State program offered to senior, blind, or disabled citizens to defer their current year property taxes on their principal residence if they meet certain criteria.

Substitute Secured Property Tax Bill

A replacement bill used for making property tax payments on lost or missing original bills. This bill does not contain the Personal Identification Number or a breakdown of the General Levy, Voted Indebtedness, or Direct Assessments.

Supplemental Secured Property Tax Bill

An additional tax bill issued as a result of the reassessment of the value of a property upon a change in ownership or completion of new construction.

I understand that the public health crisis continues to be a very stressful time for everyone, and my office is committed to helping in any way we can. We have a long history of working with residents and property owners in times of emergency, including our recent wildfires. The COVID-19 crisis is no exception. Property owners affected by COVID-19 may have late penalties cancelled if they are unable to pay their property taxes by April 10, 2020.

For each submission, the taxpayer will receive a confirmation email with a confirmation number. Please retain and include the confirmation number with any future communications. We will review each case on its individual circumstances. Should my team need additional information to support a request, we will contact the taxpayer directly via email. Please note that our team will not call unannounced and ask for sensitive personal information over the telephone. Once my team has determined the outcome of each request, my team will contact the taxpayer directly regarding payment options and timeframes to remit property tax payments. I ask for your patience regarding processing times as we work through these requests.

The Harris County Tax Office offers electronic delivery of property tax bills as an alternative to paper tax bills. Registration for electronic tax bills for the 2023 tax year is now closed. New registrations will be effective starting with the 2024 tax year.

IMPORTANT: Pursuant to the Texas Property Tax Code 31.01, please note that by selecting the electronic delivery option, you will no longer receive tax bills via mail delivery. Therefore, before executing this agreement for electronic delivery of tax bills, all applicable laws and rules relating to your property tax account(s) must be reviewed carefully.

Cook County is reassessed triennially, which means one-third of the county is reassessed each year. This year, the south suburbs will be reassessed. The City of Chicago will be reassessed in 2021. The northern suburbs will be reassessed in 2022. Your property may also be reassessed if there are significant changes due to a permit application, property division, demolition, or other special application.

Your reassessment will affect the second installment tax bill the following year. So if your reassessment notice arrives in 2020, the tax bill reflecting this assessment will arrive in July of 2021. Any appeals of your reassessment value will be reflected in the second installment tax bill the following year.

Not necessarily. The assessed value of your property is only one factor in determining your property taxes. Your total tax levy, set by local taxing bodies like schools, is an important factor in setting your tax rate.

After the assessor determines the Fair Market Value of your home, the Assessed Value of your home is calculated. For residential property owners, the assessed value equals 10% of the fair market value of the home. For most commercial property owners, the assessed value is 25% of the fair market value. This level of assessed value is the taxable amount of the property, as determined by Cook County ordinance.

Any Exemptions earned by the home are then subtracted from the EAV. Then the Tax Rate is applied to the tax levies for your community. Once those levies are added up, the total is the amount of property taxes you owe.

After any qualified property tax exemptions are deducted from the EAV, your local tax rate and levies are applied to compute the dollar amount of your property taxes. Please remember: each Tax Year's property taxes are billed and due the following year. For instance, 2019 taxes are billed and due in 2020.

Property tax bills are mailed twice a year by the Cook County Treasurer. Your first installment is due at the beginning of March. By law, the first installment property tax bill is exactly 55% percent of the previous year's total tax amount. The second installment property tax bill is mailed and due in late summer; it reflects new tax rates, levies, changes in assessments and any dollars saved by exemptions for which you have qualified and applied.

Here's an example of how a tax bill could be calculated, for a home with an estimated fair market value of $100,000 and a local tax rate of 8%. Please note the Equalized Assessed Value (EAV) is the partial value of the property. It is the figure on which the tax bill is calculated. Also note that exemptions are deducted from the EAV, which will likely lower the tax bill. The exemption amount is not the dollar amount by which the tax bill could be lowered.

The State of Maryland has developed a program which allows credits against the homeowner's property tax bill if the property taxes exceed a fixed percentage of the person's gross income. In other words, it sets a limit on the amount of property taxes any homeowner must pay based upon his or her income.

The tax credit is based upon the amount by which the property taxes exceed a percentage of your income according to the following formula: 0% of the first $8,000 of the combined household income; 4% of the next $4,000 of income; 6.5% of the next $4,000 of income; and 9% of all income above $16,000.

Example:If your combined household income is $16,000, you see from the chart that your tax limit is $420. You would be entitled to receive a credit for any taxes above the $420. If your actual property tax bill was $990, you would receive a tax credit in the amount of $570 --- this being the difference between the actual tax bill and the tax limit.

Homeowners who file and qualify by April 15 will receive the credit directly on their tax bill. Persons who file later up until the October1 deadline will receive any credit due in the form of a revised tax bill. Applicants filing after April 15 are advised not to delay payment of the property tax bill until receipt of the credit if they wish to receive the discount for early payment offered in some subdivisions.
