Digital coupons have changed the way people shop for the best deals. It typically takes the internet or a smartphone in order to clip coupons and get the sale price. Grocery chains say those digital ads give customers more opportunities to save, but some consumers say the best deals are now only available to those who are tech savvy. Sara Wittmeyer of member station WFIU reports.

WITTMEYER: Edgar Dworsky is the founder of Consumer World, a trade publication that offers consumer advice. He and leaders of a half dozen other consumer groups recently wrote to the CEOs of the 12 largest grocery chains asking them to make digital offers available to unplugged shoppers.

WITTMEYER: Dworsky says none of the stores have responded. Meanwhile, New Jersey State Representative Verlina Reynolds-Jackson has come up with her own idea. She co-sponsored legislation earlier this year that would have made New Jersey the first state in the nation to require retailers to have printed coupons of digital coupons in stores.

WITTMEYER: The legislation didn't pass, but Reynolds-Jackson says she'll bring it back up again next year. Consumer advocates say that can't come soon enough for shoppers who are losing out because they can't access digital coupons.

The old adage is true at Kroger: It pays to be a member. And the best part is, it's free and takes just a few minutes to sign up. Kroger's membership program offers shoppers digital coupons and personalized deals, as well as access to fuel rewards (more on that below).

You can reserve a pickup time up to three days in advance, although the Krazy Coupon Lady site notes that peak times are weekdays between 4:00 p.m. and 7:00 p.m. Keep in mind that if you are planning on using coupons, it might be best to avoid Wednesdays, since that's when Kroger changes up their weekly ads, the site reports. So your estimated price when you check out may look different than your total if you purchased items that were on sale in the previous weekly ad.

The Kentucky store customer service person asked if I had a computer or a smartphone. I said no. He then suggested that I go to the public library where I could access the digital coupons on their computer.

Thanks for the helpful suggestion. Even the first response is a bit impractical and time-consuming for both shoppers and store personnel. On top of that, how do shoppers even know that Kroger and its various nameplate divisions have changed their policy about giving digital discounts to non-digital customers? You have to read it on the internet, which many cannot do. And those who can go online, would never realize there is a new policy by reading their coupon FAQ which has not been updated:

Kroger has implemented a variety of policies which are not customer friendly. Digital coupons are the biggest offenders, but the small change charge on money back is another. There have been a variety of nickel and quarter charges in past years. Seems that Kroger has adopted the anti-customer airline mindset which includes one hand trumpeting all the wonderful things they will do for you while the other hand dips into your pocket for all it can get.

This is why I print off my list of coupons. I have had this happen off and on. When it does, I pull out my printed list and show the cashier my coupon. Not much he or she can do but give me the price.

The move comes just a few months after Kroger along with 15 other grocers received a letter from a coalition of consumer rights and public interest groups calling on them to rethink digital-only deals to make them more inclusive of digitally-disconnected shoppers.

To get the discount, you'll need your Kroger loyalty card. There's no digital coupon to clip. You just need to scan your loyalty card or punch in the number and let the cashier know about the discount.

For example, a Kroger in Cincinnati, Ohio, is advertising frozen turkey for 60 cents per pound this week; with a digital coupon, the price drops to 49 cents per pound. And a Stop & Shop in Somerville, Massachusetts, is offering a half pork loin for $2.99 per pound; with a digital coupon, that drops to $1.79 per pound.

Dworsky and others __ including Consumer Reports, Consumer Action, the Public Interest Research Group and the National Consumers League __ sent letters this week to Kroger, Albertsons, Stop & Shop and Smart & Final urging them to make sure deals are available in both digital and non-digital formats.

Albertsons said it offers digital deals as a way to reward customers in its loyalty program, who can download the deals into their apps. But the company said many of its stores also let customers present the weekly circular to cashiers so the discounts can be applied at the register. ff782bc1db
