TOURNAMENT RULES
EVENT: Hoops Factory Spring Kick Off
DATES: March 23-24
SITE: Marble Falls Middle School
DIVISIONS: 3rd/4th grade thru HS Boys & Girls. Based on grade for 2023-24 school year.
EVENT FORMAT: 3 game-guarantee event
UNIFORM: All players should wear team jersey with number. Top team wears white, Bottom
dark; however, teams are encouraged to be flexible when a team has one color.
ROSTERS: Only players who are on the initial roster are allowed to participate. Players are
not permitted to play below grade level. Players must be within 1 year of the
expected age in any grade level. For example, if a player is in 6th grade due to
being held back twice, that player would qualify to play in the 7th or 8th grade
division, but not 6th due to being 2 years older than the expected age. Players may
only play on more than one team if approved by the Director in advance.
RULES: All games will be played under NFHS rules, except for the clock, which will be
20 minute running clock halves, and the addition of sportsmanship rules.
GAME TIME: Game time is forfeit time. Exceptions will be made at the discretion of the
Tournament Director.
GAME CLOCK: Game playing time is two 20 minute halves running clock. The clock will stop the last two minutes of the 2nd half unless a team is up by 20 points. Games will have a 2-3 minute half time. Teams will have a 3-5 minute warm-up prior to tip-off.
OVERTIME: If required, a two (2) minute running clock overtime period will be played. If tied
after overtime period, a running clock sudden death period will be played to the
max time of 2 minutes, and first team to score, wins the game. After 2 minutes the
game ends in a tie. One time out per overtime period will be allowed.
TIME OUTS: Two 30 second time outs each half. Time outs cannot be carried over. One 30
second time out for each overtime period. Time outs can be called by Head
Coach or player on the court. The game clock stops during timeouts.
FREE THROWS: Shoot 2 at 5 fouls, resetting all team fouls at 10 minutes of each half.
SPORTSMANSHIP: Teams are not allowed to play any defense in the backcourt when the margin is 20 or more points. The first violation will be a warning. The second violation will be a technical foul assessed to the head coach.
BALL & GOAL: 3/4th, 5th, 6th boys & all girls divisions: 28.5 game ball and 10 foot goals. For 6th grade teams, if both teams agree to play with a 29.5 ball they can; but if they disagree then they will use a 28.5 ball. 7th, 8th, and HS boys divisions: 29.5 game ball and 10 foot goals.
CLOCK/BOOK: Home team (listed on top) will provide game ball and book keeper. Visitor
(bottom) provides clock worker. Again, we encourage flexibility when needed
CHECK - IN: Teams are required to report to the game site 15 minutes prior to their first
scheduled game. Rosters will be filled out at that time.
CONDUCT: The Head Coach listed on the team roster will be held responsible for his/her COACHES, teams’ actions. If any coach is assessed a technical foul, then no coach on that bench is allowed to stand for the duration of the game. Any Coach, player or spectator whose behavior or conduct is disruptive to the event will be ejected from the premises. If the individual(s) refuse(s) to leave the facility after being ejected, the Site Director is empowered to declare a forfeit against the team in question. Directors reserves the right to not allow any person ejected from the premises future admittance and/or participation in Hoops Factory events.
PLAYERS & SPECTATORS: No form of physical or verbal violence, including hate language and threats, will be tolerated. Any physical or verbal violence will result in immediate ejection from the event and TXBA reserves the right to disqualify the team
for the remainder of the event.
PROTESTS: Head coaches may protest a player’s eligibility before the start of any game. The $100 protest fee must be paid to the Site Director at the time of the protest and will only be refunded if the player is proven to be ineligible. When a player’s eligibility is protested, that player’s head coach must provide the Site Director with copies or pictures of the player’s current student ID with a picture and 23-24 grade and birth certificate. If the student ID does not have a grade, then a 23-24 dated report card is also required. If the appropriate documentation is not available, then the player will not be eligible to play until eligibility can be verified by the Site Director. If the player is proven to be ineligible due to being in the wrong grade or being older than allowed, the player will not be eligible to play and the team will start the game with a technical foul for having an ineligible player on the roster.
CONCESSIONS: Concessions will be available for purchase. No outside beverages or food will be allowed except water. No coolers allowed.
ADMISSION: Regular Admission (Cash & Venmo): $15/adults and $10/students
****The Tournament Director may modify the Event Rules when the Event Director deems it in the best interest of the Event to do so, and all teams will be bound by any such change.
