A. There are limited parking spaces available on Homestead Townhouses property. It is expected that owners will utilize their garages for parking. Vehicles should not be parked in the same spot for more than 7 days. There are also open parking spaces on Colt Lane that are available on a first come first serve basis. These spaces are not meant for long term parking. If these spaces are not available and an Owner does not have space to park in their garage, the expectation would be to park on the public street.
B. The dumpster is serviced weekly by Waste Management. For this reason, do not park in the slots directly across from the dumpster from 5 pm on Monday to 2 pm on Tuesdays. Any car that is parked in the slot at the time that prevents the dumpster from being emptied will have the charge for the return visit added to their monthly assessed fee. The car also risks being towed at the expense of the owner with no initial warning.
C. To allow for emergency access, snow removal and safe travel of residents, no long- term or permanent parking is allowed anywhere on Colt Ln.
D. Cars should not be parked in front of garages overnight from the hours of 12 am to 5 am. Cars may be parked in front of the garages during daytime hours from 5 am to 12 am. Cars must be parked parallel to the street with plenty of room for cars to pass.
E. No motor vehicles exceeding one-ton load capacity, recreational vehicles, mobile homes, travel trailers, tent trailers, utility trailers, campers, boats, boat trailers, detached campers, camper shells or other similar vehicles or equipment may be parked or repaired on any Lot, common area, or street within the Property (except as provided in the CC&Rs or within garages)
i. This does not apply to cleaning, loading, and short-term parking (short term parking is less than 24 hours for no more than one occurrence per week).
ii. The Board shall cause the removal, at the risk and expense of the owner, of any vehicle parked in a fire lane, blocking a driveway or improperly parked in a way that poses a risk to pedestrians or other drivers
F. No motor vehicles which are illegal to operate due to licensing or physical conditions shall be parked or stored on any Lot (except in a garage) or in the street for more than 24 hours.
G. Motor vehicles, inoperable for reasons of mechanical failure, shall not be parked and/or stored on any Lot (except in a garage) or street for more than 24 hours.
H. No motor vehicle may be parked on any surface not originally designated for parking by the builder/developer or local jurisdiction. Surfaces designated for parking include garages, driveway aprons, and streets. Vehicle fluid and oil spills must be immediately removed and cleaned up by, or at the expense of the owner.
I. Vehicles blocking a fire lane, parked in a way that constitutes trespass onto another unit’s property or that constitute a life safety issue may be towed immediately, without prior notice.
J. Colt Lane is intended for parking lot use only. Using a vehicle as a residence or sleeping in a vehicle is not permitted.
K. The Association will make all reasonable attempts to notify an owner of non- compliance prior to towing a vehicle. It is for this reason it is important that all owners register all vehicles associated with their home with the property management company. The quickest way to notify property management of a new vehicle is by emailing our HOA manager.
L. In all other cases of violations to the rules below, the Association will tag the car with an intent to tow sticker allowing at least 24 hours for the driver to cure the infraction. In some cases, a tagged vehicle must be moved either into a garage or removed from the property completely. Simply moving a tagged vehicle to a different place in the Association may not be enough to prevent towing.
A. If you remove the pool cover it is your responsibility to replace the cover back on before nightfall. IT TAKES TWO PEOPLE. If you attempt to cover yourself and cause any damage to the pool cover, you will be responsible for the replacement.
B. Children under the age of 18 years old must be with an adult that RESIDES at one of the units. All guests must also be accompanied by the registered occupant.
C. It is a legal requirement to bring a cell phone for emergencies.
D. Three guests are allowed per townhome. You may use the pool for parties; however, parties must be approved by the board in advance. Email our HOA manager for reservations. All residents will be notified of the party in advance and will still have access to the pool.
E. All areas need to be cleaned up after all activities. Empty all trash and return pool furniture back to its place. If the area has not been cleaned up, then cleaning charges will be assessed to the owner of the unit.
F. Noises must be kept to a minimum, this includes music devices, no offensive music, screaming and yelling. The noise travels, and neighbors deserve the respect of keeping noises under control.
G. There will be no use of the pool after 10:00 PM.
H. NO PETS in the pool area.
I. NO GLASS in the pool area. No eating or drinking while in the pool.
J. Bathing suits are required when swimming in the pool. No cutoff jeans are allowed in the pool.
K. DO NOT climb over the fence/gate. If you need a key, ask our HOA manager.
L. No bikes, no skateboards, no tricycles, no skates.
M. Pool floaties can be stored in the pool room. Water balloons and water pistols/guns are NOT permitted.
A. All neighbors shall be respectful towards each other. The Board asks that problems/complaints be attempted to be fixed neighbor to neighbor before involving the board.
B. Quiet hours will be between the hours of 10:00 pm and 7:00 am.
C. Unpleasant loud noises that affect neighbors will not be tolerated. Examples of unpleasant noises may include barking animals, banging on common walls, playing loud music, slamming doors or cabinets, etc. If the noise is caused by an animal, The Board may require removal of the animal.
A. Common grounds to the Association means any property outside of the home walls. If the Association pays to repair, paint or maintain it, it is part of the Association property. All Association property MUST be kept clean and free from clutter and waste. Garden beds and areas between the garage and house are the responsibility of the homeowner.
B. The Association shall maintain common areas (pool, pool house, grass and walkways), perimeter fencing, Colt Lane, as well as paint repair, replacement and care of roofs, gutters, downspouts and exterior building surfaces. In regards to the landscaping, the HOA will maintain the plants, trees, shrubs in the common backyard and shared green areas. At this time, the HOA has limited maintenance of the trees, shrubs and walkways that lead to the entryway of individual units and back patios. Please contact The Board if clarification is needed. Homeowners are responsible to maintain glass surfaces, doors to homes and garages, decks, locks and screens. Please notify The Board if you need repairs. The quickest way to notify The Board is by emailing our HOA manager.
C. All federal, state, and city laws will be followed when using common areas.
D. Owners and tenants are responsible at all times for the reasonable conduct of their family members and guests. In the event the maintenance/repair is caused through willful negligent acts by the family, guests or tenants of the Owner, the cost to repair will be added to the Assessment.
E. Owners shall not block, prohibit or in any way prevent Association retained landscape service providers from access to any areas. Please notify The Board or HOA manager of any concerns, in writing, with the Landscaping Company.
F. The removal or replacement of any vegetation, bushes, trees or lawn (turf) requires the written approval of The Board. Changes to the landscaping made without approval of The Board may be subject to fines. The Board retains the option of assessing back any costs associated with the restoration to the account of the owner associated with the violation.
A. An owner may keep dogs, cats and other indoor household pets in accordance with these Community Rules and Regulations and CC&Rs. Animals and pets will need to meet the following criteria listed below to be approved by the board.
B. All animals shall be kept solely as domestic INDOOR pets.
C. No animal may be present in one’s residence on a regular basis (more than 7 consecutive days) until such animal is approved by The Board. All existing animals (including cats) on the property must be approved by The Board.
D. If at any time an approved or unapproved animal has caused harm or acts to harm or terrorizes any association member, The Board has the authorization to require the immediate removal of said animal.
E. No insects, reptiles, poultry or animals of any kind shall be raised, bred or kept in or on any dwelling unit on the Lots, Common area or portions of lot which are not built upon except dogs, cats, fish or birds which may be kept within the dwelling units on the Lots, provided that they are not kept, bred or maintained for the commercial purpose or in violation of the rules and regulations adopted by The Board.
F. All animals must be kept on a leash while on association grounds.
G. No dog runs or kennels are allowed. Please do not leave food/wildlife feed outside. Elevated bird feeders are okay.
H. Each pet owner will promptly clean up the excretions of any animal or pet. No bags or garbage bags will be provided by the association for such clean-up. The expected means of removal is to bag pet excretions and be placed in the garbage.
I. If you have concerns about your pet or someone else's please contact us.
A. All household garbage and other waste materials shall be placed in an appropriately tied trash bag and kept in appropriate sanitary containers located in appropriate areas. Do not leave garbage beside the dumpster. Waste management will not remove anything that is not inside the dumpster. Cardboard boxes should be flattened before placing them in the dumpster.
B. Personal Blue Recycle Bins are available for purchase via Waste Management. These bins will be the personal responsibility of individual owners and will be stored in the garage. Visit https://www.wm.com/us/en/home/residential-waste-recycling-pickup for more information.
C. If the dumpster is full and the lid won’t close, you are required to house the garbage in your garage until the next available time.
D. Please keep the dumpster area clean. If any trash is found to be outside the dumpster and a name can be matched to the trash, you will receive notice to remove the trash immediately.
E. Do not place large items like Christmas trees, mattresses, tires, etc. in the dumpster. Large items can be taken to a disposal and transfer station. The closest is 3941 N Sullivan Road, Spokane Valley, WA99216.
A. All holiday displays and decorations must be removed within 30 days of the end of the pertinent holiday. No displays or decorations may be installed earlier than 30 days before the pertinent holiday.
A. Units at Homestead Townhouses are to be used for residential dwelling purposes and reasonable activities normally related to resident purposes only.
B. Any other business activity, including moving sales and non-community yard or garage sales, requires written approval in advance from the Community Manager, who may refer the request to The Board who has the sole discretion to decide whether any proposed business violates these Rules.
A. Homeowners are required to disclose their renter’s contact and vehicle information. Use the CONTACT US form to give us current renter info.
B. It is the responsibility of the homeowner to share Rules and Regulations documentation with tenants.
A. No more than one professionally made “Home for Sale” or “Home for Lease” sign not larger than six (6) square feet in total size shall be displayed at any time and may be placed in the window of the unit. No “hang man” or “A-board” signs are permitted.
B. Except for security alarm signs, all other commercial and advertising signs are prohibited.
C. During regular political campaigns, owners may display one political sign not larger than (4) square feet in total, which shall be in place no longer than (60) days and must be removed the day following the election for which they are displayed.
D. All signs within the Community posted by any governmental authority or The Board shall be adhered to, including but not limited to any signs posted on or within any Streets and/or Common Area restricting use of or imposing additional rules on such Street or Common Area.
A. No structure shall be constructed or caused to be constructed on any Lot unless the plans for the structure have been approved in writing by The Board or the Architect Committee duly appointed by The Board.
i. This includes any exterior addition, change, or alteration that is to be commenced or erected upon a Lot; including, but not limited to: sheds, play structures, pavers,
garden beds, fountains or other change that may be visible to the common areas of the Association.
ii. Fences: Any new fencing or alterations to fencing (including color) must be approved by the Board prior to construction or alteration. No temporary, plastic, or “puppy” fences may be installed.

C. All requests must be sent, in writing, to The Board or its Management Company/ Managing Agent. If applicable, The Board approved application/form must be completed and submitted as part of any request. USE OUR APPROVED ONLINE REQUEST: CLICK HERE.
D. Failure to submit in advance may result in the required removal or restoration of the changes; the costs of which must be paid by the Lot owner.
E. The Board shall approve or disapprove such plans within 30 days of the date of receipt of a complete submittal. Any application requiring additional information to review the request will be considered incomplete. The 30-day timeline does not start until all required information is received.
F. All construction must be performed during only those hours permitted by the underlying jurisdiction.
