In the spring of 2001, Ringo Tarr along with a group of volunteers and with permission from the City of Gloucester, decided to temporarily fly flags on the railing of Stacey Boulevard.
Shortly thereafter, due to the popularity of the flags, it was decided to fly the flags the entire length of the boulevard from Memorial Day weekend to Labor Day weekend. Due to the higher number of flags being flown and their condition deteriorating with the weather, the cost to maintain them was rising. With the help of local businesswoman Pauline Bresnahan, a program was started to open up donations to the public and fly a flag in honor of a loved one by adding names to the flags. This brought in the necessary funding to maintain the flags, as well as tremendous community support for the project.
