It requires the user to take damage before use, there are no apparent conditions for this to happen, and it is not specified who or what must deal the initiating blow in order to store up energy.
Summary:
After the passing of his ill- tempered grandfather, Nio was handed the responsibility of head of LIMBO. Refusing to make the same mistakes as his grandfather, he has turned the organisation for the better, caring for people who have nowhere else to go.
Deeply, emotionally interconnected to his peers, either loving people with his entire soul, or hating them.

Background
Nio was the grandson of a Misha Agafonov; a very cruel man that founded and had been the owner of LIMBO for the past 40 years. Nio was pushed beyond his limits in an effort to be worthy of inheriting the organisation.
At age 12, Nio was sent on an expedition out to the Leviathan, resulting in the mutation of his arms something that he still has to this day. This along with Misha's verbal and physical abuse, led to his mother leaving him alone one day with nothing but a polaroid picture of his real father. He has not seen her since.
At age 19, Misha passed away, leaving only him to run the group. Nio changed his hair colour as it reminded him of the man in the picture, and worked to be better than his father or grandfather ever was.
So far in his lifetime, Nio has befriended a lonely man he found in an alley covered in blood one night and adopted a young girl he found in the snowy woods in a winter storm. He wouldn't change it for the world.
