Overview
This interactive tool is designed for CoCs, HMIS Lead Agencies, HMIS System Administrators, HMIS Users, and HMIS Software Providers to help them understand the data elements that are required in an HMIS to meet participation and reporting requirements established by HUD and other federal partners at VA and HHS.

Greetings HMIS Administrators Council and HMIS Users,
HUD released the updated 2020 HMIS Data Standards Manual and HMIS Data Dictionary Version 1.4 with several changes including an updated guidance, reporting requirements, new data elements and response options. Per HUD guidelines, the deployment of the 2020 HMIS update is expected to be completed by October 1, 2019.
We are currently working with our vendor to test and ensure that our system works as expected in non-production environment.
Timing of Updates
Our vendor has notified that 2020 HMIS Data Standards updates will be deployed in our system sometime on Monday, 10/1. We do not know what time the updates will be put on our system.
Please be advised that HMIS Users may experience log-in issues, and/or the system may force HMIS users to be out of the system if it is needed during the deployment.
After completing the deployment/update, the sync process from non-production into production will be scheduled and will take 30 minutes to complete. Please note that all HMIS users will need to log out of the system during this time:

4.06 Developmental Disability - Removed “Expected to substantially impair ability to live independently”
4.08 HIV/AIDS - Removed “Expected to substantially impair ability to live independently”
4.11 Domestic Violence - PATH & VA: SSVF will now require data collection
4.12 Current Living Situation - Formerly “Contact”. This element replaced “Contact”

R10 Pregnancy Status - Female HOH, regardless of age, should have pregnancy status recorded.

V2 Services Provided SSVF – Added New response options: “Extended Shallow Subsidy” “Returning Home” “Rapid Resolution”(Back-entry required: Update records for any active clients as of 10/1/2019)
V3 Financial Assistance SSVF – Added New response option: “Extended Shallow Subsidy -rental assistance” (Back-entry required: Update records for any active clients as of 10/1/2019)
V6 VAMC Station Number – Data collection required for: VA: GPD: –all components, VA: CRS Contract Residential, VA: Community Contract Safe Haven Program (Back-entry required: Update records for any active clients as of 10/1/2019)

Reporting Updates
Important Note: Beginning 10/1, SAGE will ONLY accept a CSV APR 2020 upload to the APR. If you have an in progress APR or CAPER which is due to be submitted soon, we encourage you to submit it before 10/1/2019. All APRs that are uploaded on October 1, 2019 or later must use the new format from your HMIS or comparable database system - the CSV APR 2020 regardless of the date of the APR or the date range required for the CSV.
HUD’s New Coordinated Entry Data Elements
In addition to the new Data Standards release, HUD has finalized a set of Coordinated Entry (CE) data elements to standardize data collection on core components of CE – Access, Assessment, Referral, and Prioritization.
The 2020 HMIS Data Standards include 2 new data elements for coordinated entry projects such as:
Although CE data elements are part of the 2020 Data Standards and should be available on October 1, 2019, HUD has given communities until April 1, 2020 to start collecting these elements and “go live” data as HUD understands that some CoCs and vendors may need a little more time to transition from their existing coordinated entry process to a new one (see the attached HUD’s New Coordinated Entry Data Elements documentation for more details).
All of these changes and updates will be included in an online 2020 HMIS Data Standards training. Information and the link for the training will be emailed to all users shortly.
