Even if they manage to make the game playable for starter pack folks, it being set as a demo still breaks one of the functionalities of the starter pack, which is being able to purchase whichever part of the trilogy you want first, or upgrade what you own, because you cannot buy DLC for a demo.
So I think the root cause of demo problem is the deletion of FSP. In fact, there was no such trouble: players get the game Ontology (FSP), inherit DLC and archive, and continue the game.Maybe they made demo decent, but it is still not as effective and simple as FSP.

so as others have said, the decision to put it as a demo is preventing it from being playable.

After purchasing the hitman 3 free demo and downloading hitman 2 levels for it I went onto Mumbai but every time I was being searching, compromised or hunted that block of text above the mini map beings stuttering and flashing constantly this results in my screen turning grey and slowly fading black as if I had died even if I have not received any damage
Even if this does get fixed, the free starter package would still remain functionally broken in other ways
. A demo cannot have paid DLC, so people who download free starter package cannot buy the legacy packs before they buy Hitman 3, nor they can even upgrade their existing content (GOTY/Gold legacy upgrades)
In short : setting the Free Starter Package as a demo broke everything, it needs to be done the same way Hitman 2 was.
