No. All your browsing history is saved in the SQLite database inside your browser. Note: if you remove History+ extension from the browser, all your saved history will be deleted and nobody can recover it.

No. Usually, Chrome only keeps the last 90 days of browsing history. But, History+ saves all browsing history right after you installed and started to use it. So, it will accumulate along the way and preserve for longer time.
