8. Request a Service mechanism:
First: The user chooses from the main services

9. Mechanism for submitting an offer to the service applicant
First, the user registers as a service provider and chooses the services he provides.
Second, he browses the requests sent to him (the offers cannot be browsed again unless the offer submission fee is paid).
