SB1023 - Establishes the Spay and Neuter Special Fund to reduce pet overpopulation, including the free-roaming cat population, and authorizes an income tax designation to provide revenues into the special fund. Requires cats over five months of age to be surgically sterilized unless covered by an intact cat declaration, and conditions the importation of intact cats on state and county declaration requirements, with certain exceptions.

HB1736 - Establishes the Spay and Neuter Special Fund to reduce pet overpopulation.
In the 2025 Hawaii Legislative Session, Healthy Pets United advocated for the following bills related to Animal Rights:
SB1022 - Allows animal control officers, law enforcement officers, and firefighters to enter an unattended vehicle to protect the health, safety, or well-being of a pet animal that is endangered by being left or confined in an unattended vehicle. Allows private citizens to retrieve a pet animal that has been left in an unattended vehicle, under certain circumstances
HB698 - Increases the criminal penalties for the offenses of cruelty to animals in the first and second degree that involve pet animals. Increases the criminal penalty for a second or subsequent offense of causing injury or death to a service animal or law enforcement animal.
In the 2024 Hawaii Legislative Session, Healthy Pets United advocated for the following bills related to Animal Rights:
SB2561 - Prohibits intentionally leaving or confining pet animals in a vehicle under conditions that endanger their health, safety, or well-being.
HB1580 - Amends the criminal penalties for various animal cruelty offenses by increasing the category of offense.
HB1682 - Requires retail pet stores to maintain and provide certain records relating to the source and medical history of each pet animal obtained by the store.
In the 2023 Hawaii Legislative Session, Healthy Pets United advocated for the following bills related to Animal Rights:
SB682 - Prohibits the sale, offer for sale, display for sale, trade, or distribution of certain animal fur products in the State.
SB1177 - Allows dogs in restaurants at the restaurant owner's or manager's discretion, provided that certain conditions are met.
SB998 - Establishes a Spay and Neuter Special Fund.

In the 2021 Hawaii Legislative Session, Healthy Pets United advocated for two very important bills relating to Animal Rights.
Measure Title: RELATING TO SEXUAL ASSAULT OF AN ANIMAL.
Description: Establishes the crime of sexual assault of an animal. Provides that the sexual assault of an animal is a class C felony or a class B felony if the offense subjects a minor to sexual contact with an animal or is committed in the presence of a minor.

Measure Title: RELATING TO SECTION 711-1109, HAWAII REVISED STATUTES.
Report Title: Cruelty to Animals; Restraints; Penalties
Description: Prohibits specified trolleys, trolleys with swivels, pulleys, cables, or running lines designed to attach a dog to two stationary objects in a configuration that endangers the dog, including by depriving the dog of sustenance. Prohibits tethering or restraining a dog under the age of six months unless the dog is engaged in an activity supervised by its owner or an agent of its owner. Prohibits tethering or restraining a dog with a tow or log chain. Prohibits tethering or restraining a dog with a choke collar, pinch collar, or prong collar unless the dog is engaged in an activity supervised by its owner or an agent of its owner.
