As even large maps can be too small to see necessary details, especially in aerials, breaking the jurisdiction across several pages ensures you're seeing what you need to develop your plans.
Feature Atlas - each page shows the area of each road block; scale will vary. For example having a page for every road from intersection to intersection, or showing each parcel individually.
Tiled Atlas - each page uses the same desired scale and coverage dimensions across the entire area of interest.
