Build Instructions

While we do not have a build instructions video for the second iteration of the HAT interface, we can provide support if contacted at akhilpad@andrew.cmu.edu. The build instructions are similar to the first iteration of HAT: https://sites.google.com/view/hat-teleop/home/build-instructions. The BOM is located below.
