Responsibilities of All PTA Officers
All Harper Park PTA Officers are expected to:
Represent Harper Park Middle School and the PTA in a positive and professional manner
Work collaboratively with school administration, the PTA Board, and the school community
Participate in discussion and approval of the annual PTA budget
Attend and actively participate in monthly PTA Board and General Membership meetings
Volunteer for, support, and attend PTA events whenever possible
Recruit, support, and mentor volunteers and future PTA leaders
Be familiar with and adhere to the Harper Park PTA bylaws
Maintain clear records of duties, activities, and recommendations for future officers
You are not alone. PTA Officers and Committee Chairs are supported by Harper Park community, ask for help when needed.
The President provides overall leadership for the Harper Park PTA and is responsible for:
Coordinating with PTA Board members and Committee Chairs to develop the annual budget
Managing the goals, objectives, and strategies of the PTA
Ensuring compliance with PTA bylaws
Serving as liaison between families, school administration, and staff
Recruiting PTA Board members and Committee Chairs
Creating the PTA calendar of meetings and events prior to the school year
Preparing agendas and facilitating monthly meetings
Representing the PTA at events such as Load Your Locker Night, Rising 6th Grade Orientation, and other school events
Coordinating Rising 6th Grade T-shirts or appointing a delegate
Ensuring Givebacks is updated for the new school year
Completing LCPS fundraising and facility-use paperwork at least 60 days prior to events
Submitting reimbursement and payment documentation to the Treasurer
Managing PTA SignUpGenius and delegating access as needed
Supervising or delegating oversight of committees and representatives, including SEAC, MSAAC, LEAF, SAC, Communications, Grants, Drama, Spirit Wear, and Spirit Night
Supporting event planning and volunteer leadership development
Assisting with the annual financial audit
Vice President (Communications)
Responsible for PTA messaging and outreach:
Developing and distributing communications about PTA activities and events
Maintaining and updating the PTA website
Creating flyers and graphics for PTA events
Managing PTA social media (Facebook, Instagram, X) or delegating to the Communications Chair
Maintaining PTA correspondence and meeting notices
Submitting Smore updates to the Principal each Friday or delegating as needed
Attending PTA Board and General Membership meetings
Representing PTA at school events as availability allows
Presiding over meetings in the absence of the President
Submitting reimbursement and payment documentation to the Treasurer
Focuses on staff appreciation and hospitality:
Developing event budgets with the President and committee leads
Coordinating hospitality events such as Back-to-School Breakfast, Winter Treat Buffet, and Staff Appreciation Week
Utilizing PTA SignUpGenius to coordinate volunteers and donations
Coordinating event advertising with Communications
Managing appreciation events for custodial staff, crossing guards, and bus drivers
Attending PTA Board and General Membership meetings
Representing PTA at school events as availability allows
Presiding over meetings in the absence of the President
Submitting reimbursement and payment documentation to the Treasurer
Vice President (Fundraising)
Oversees PTA fundraising initiatives:
Setting fundraising goals during budget planning
Coordinating Spirit Wear events with the Spirit Wear Coordinator
Working with the President, Treasurer, and Drama Committee on concessions
Coordinating Spirit Nights with community partners
Advertising sponsorship opportunities with Communications
Attending PTA Board and General Membership meetings
Representing PTA at school events as availability allows
Presiding over meetings in the absence of the President
Submitting reimbursement and payment documentation to the Treasurer
Manages the PTA grant program:
Establishing the grant budget with the PTA Board
Creating and managing an annual Google Form for grant requests
Presenting grant requests for PTA membership vote
Coordinating procurement of approved items with the Treasurer
Attending PTA Board and General Membership meetings
Representing PTA at school events as availability allows
Presiding over meetings in the absence of the President
Submitting reimbursement and payment documentation to the Treasurer
Vice President (Membership)
Leads PTA membership efforts:
Establishing membership goals with the President
Launching annual membership campaigns through Givebacks and social media
Coordinating membership incentives and promotions
Updating membership flyers with Communications
Proposing annual membership dues (VA PTA and National PTA portions)
Ensuring membership term runs July 1–June 30
Distributing membership flyers at school and PTA events
Reviewing Givebacks membership lists and coordinating payments with the Treasurer
Attending PTA Board and General Membership meetings
Representing PTA at school events as availability allows
Presiding over meetings in the absence of the President
Submitting reimbursement and payment documentation to the Treasurer
Maintains official PTA records:
Recording meeting minutes highlighting decisions and actions
Drafting, revising, and distributing meeting minutes for review and approval
Providing final approved minutes to the Webmaster for posting
Maintaining PTA records in Google Drive or approved formats
Attending PTA Board and General Membership meetings
Presiding over meetings if designated officers are absent
Submitting reimbursement documentation if needed
Manages PTA finances and compliance:
In summer, work with PTA Board and committee chairs to prepare budget for school year
Take appropriate training as mandated by VA PTA to maintain 503c standards of compliance
Educate officers, committee chairs and School staff on proper deposit, bill payment, and reimbursement procedures. Update, revise and maintain supply of billing and reimbursement forms for their use.
Manage ongoing PTA finances and ensure adherence to approved PTA budget, keeping electronic and/or physical records as needed
Report on behalf of PTA (chronologically listed)
Conduct and Report on Fiscal Review/Audit of previous fiscal year (FY) books
No less than 3 members without signature authority on checking shall review Audit, treasurer will submit Audit before August 1
Financial reporting of non-profits to IRS (990 postcard) – due Aug 1
Renewal as charitable organization with Virginia – due Jan. 1
Pay liability insurance before close of FY (June) for following FY
Prepare and present budget report for PTA Board and general meetings.
Make and distribute copies for all attendees
Forward final copy to the Harper Park Webmaster to post to website
Keep committee chairs abreast of budgeted funds
Checks must have 2 signatures from offices, preferably President and Treasurer
Attend PTA Board and general meetings
Attend Board and general PTA meetings. Represent PTA at Welcome Back Picnic, Load Your Locker night, Open House, Drama Productions, and other PTA and school events as needed and availability

Communications / Social Media Coordinator
Updates the PTA website through the Webmaster
Manages PTA social media platforms
Submits weekly Smore updates to the Principal
Coordinates Drama budget with the President
Manages concessions, decorations, fundraising, and costumes
Coordinates purchases and reimbursements with the Treasurer
Hospitality & Staff Appreciation
Assists VP of Events with hospitality and appreciation events
Coordinates staff breakfasts, treat exchanges, and appreciation weeks
Supports school events such as grade-level parties, dances, and picnics
Assists with 8th Grade Yard Signs
Reflections Art Coordinator
Promotes the National PTA Reflections theme
Distributes rules and manages digital submissions
Recruits judges and coordinates deadlines
Celebrates student artists through awards or exhibitions
Submits reimbursement requests for awards
Plans Spirit Nights with VP of Fundraising
Coordinates dates with school calendar and vendors
Works with Communications on event promotion
Tracks and follows up on proceeds with the Treasurer
Manages Spirit Wear inventory and vendor relationships
Coordinates new designs and sales with Board approval
Works with Communications on advertising
Oversees Rising 8th Grade T-shirts
Submits reimbursement requests as needed
Student Activities Council (SAC) Coordinator (Staff Member)
Coordinates SAC budget with the President
Advises students on fundraising and events
