Stephen Halwright is a nationally acclaimed constitutional lawyer, devoted public servant, and proud Republican running for the first time to represent the great state of North Carolina. Stephen’s career spans decades of legal practice and public service defending the rights of the people and the Rule of Law through principled, disciplined, and common-sense leadership.

Stephen Halwright is a born and bred North Carolinian, and he has spent his career practicing constitutional law and advocating for constitutional rights, limited government, and the rule of law. Stephen has argued before North Carolina state and federal courts, fighting for his clients’ free speech rights, religious liberty, and Second Amendment rights. As a founding partner of Raleigh-based constitutional law firm Halwright & Keene, Stephen has helped small business owners, associations, and veterans’ groups protect their freedom and legal rights.

Stephen Halwright is also a proud and dedicated son of North Carolina who has worked hard to make North Carolina a better place for everyone. He has taught at two of the state’s premier universities, led legal fellowships to mentor up-and-coming attorneys, and served as the legal architect for laws protecting taxpayers and government transparency. Stephen is a longtime supporter of local civic groups, active in local school boards and parent-teacher organizations, and a proud supporter of local veterans’ organizations. Throughout his career, he has followed the model of servant leadership and grassroots organizing, working for the people instead of for politics.

A proud Republican, Stephen Halwright has long championed conservative solutions to make North Carolina a better place to raise a family and provide more opportunity for all. He has contributed to think tanks, legal policy institutes, and other community coalitions that have worked to improve our state’s economic and educational development and advocate for conservative policies that have made our state a better place. Stephen has testified before state legislative committees, organized grassroots town halls and legal clinics for disadvantaged and underserved communities, and mentored future generations of leaders, attorneys, and law makers.
