The expansion is structured into three phases, further divided into three Work Packages (WPs):
Phase 1 / WP1
Ancillary buildings: ATC tower, CAAM office, virtual tower, M&E, civil & ICT systems
Awarded to Gagasan Maya (RM107.9 m); ~31% complete as of Feb 2025, on track to finish by Nov 2025
Phase 2 / WP2
Airside improvements: apron expansion, taxiways, drainage, utilities
Contract with Acre Works (RM254.6 m); 24% completion reported Oct 2025
Phase 3 / WP3
New terminal build + existing terminal renovation, roads, landscaping, HV/LV relocation
In design stage; tender out May 2025 (~RM1.2 b) with candidates Gamuda, IJM, MRCB, SunCon; completion set for 2027–2028

Apron Works Plan: Complements airport upgrade through four detailed phases:
Phase 1 (1 Mar 2025 – 15 Jul 2025): Wide-body bay expansion
Phase 2 (16 Jul 2025 – 15 Oct 2027): Apron expansion
Phase 3 (16 Oct 2027 – 1 Aug 2029): Taxiway rehabilitation
Phase 4 (2 Aug – 2 Dec 2029): Taxiway realignment
Remote Digital Virtual Tower (RDVT): Southeast Asia’s first implementation at PIA via WP1
