Reaching the vulnerable poor during disaster relief: The humanitarian AI helpline
HADR challenge: Disasters often hit the vulnerable poor the hardest. When contributing humanitarian assistance in underdeveloped countries during disasters, often the challenge are communicating in local language, lack to access for the remote tribal population to use internet capable smartphones due to challenges in literacy and financial affordability. In such cases, reaching out to large number of tribal people via old copper line telephones to provide disaster related services may be required. Is it possible to enable information gathering from large set of remote tribal population in a short time duration, who have only access to traditional phonelines? .
This paper's Contribution: HADR-AI solution: We develop a prototype solution of using Cloud telephone and using Google speech engines, and NLU. We piloted this solution with set of persons with visual impairment who were on a long distance travel, and also enabled this for flood preparedness by discussing with a UNICEF team.
AI challenge: How to employ NLU (local language understanding), Speech technologies and Cloud telephony to dial out remote telephone numbers and interact them.
