Setting a New Standard: Sheriff Damontrez Ryan's Vision for the Outagamie County Sheriff's Office
10/07/2025, Thursday
A New Era Begins: Reflections One Month On
On June 7th, the citizens of Outagamie County elected Damontrez Ryan as their new Sheriff. Just one day later, on June 8th, 2025, Sheriff Ryan addressed the Outagamie County Sheriff’s Office staff and command, laying out a clear and decisive vision for the department's future. His message, delivered shortly after taking office, signaled a renewed focus on accountability, performance, and an unwavering commitment to serving the people of Outagamie County with the highest standards of excellence.
Sheriff Ryan, who is honored to lead this department, emphasized that change is not just coming, but is necessary for the continued effectiveness and integrity of our operations.
Streamlining for Effectiveness: Key Operational Reforms
A thorough evaluation of existing structures has been a priority in the Sheriff's first month. It has become apparent that certain divisions, specifically our recently launched Advanced Tactical K9 Division, as well as the Mobile Communications & Surveillance Division, will be shut down due to inactivity or a lack of operational effectiveness. This critical step ensures that the Sheriff's Office is focused, agile, and utilizes its resources where they can make the greatest impact. There will be adjustments to our Standard Operating Procedures (SOPs) and Training Manuals to provide clearer information and more robust guidance, ensuring that every aspect of our operations is efficient and transparent.
Commitment to Performance and Accountability
Sheriff Ryan has instituted a clear expectation for all members of the department to demonstrate significant improvement in activity and performance. This commitment to continuous engagement extends to all personnel, including our valued command staff. To reinforce this, a comprehensive review of key departmental documents, procedures, and protocols is underway, with a focus on enhancing efficiency and clarity in all operations.
Furthermore, promotions to ranks of Sergeant and above will now require both a formal examination and a rigorous review of job performance. This new standard ensures that leadership readiness and dedication to duty are paramount, reinforcing a merit-based system that rewards excellence and commitment.
Investing in Our People: Remedial Training & Engagement
To support our personnel through these important changes and ensure everyone meets the new standards, a program of remedial training will be implemented. This initiative is designed to provide comprehensive re-training for those who need it, equipping them with the knowledge and skills necessary to excel in their roles and uphold the high standards of the Sheriff's Office. Sheriff Ryan underscores the importance of active involvement and consistent engagement from every member of the department.
A Shared Future of Excellence
Sheriff Ryan acknowledges that these changes, while significant, are made unequivocally in the best interest of the Outagamie County Sheriff’s Office, its vital mission, and the well-being of our entire county. He expects full cooperation and believes that, working together, the department can collectively raise the standard of excellence in Outagamie County to new heights.
We thank you, our community, for your continued understanding and support as we embark on this journey of reform and elevated service. The Outagamie County Sheriff's Office is committed to proactive improvements that will better serve and protect our beloved community.
