We examine how resource scarcity and limits to substitution change the prospects for green growth in a model of directed technical change. Scarcity of the resource used by the clean sector can deepen the slowdown during the transition. A ceiling on the clean share of output places an upper bound on sustainable economic scale. Depending on how close the economy is to that bound, climate policy can support growth towards a sustainable level or require a lasting reduction in economic activity. Both extensions strengthen the case for permanent climate policy.
