I typically use Sony Vegas but I also have Access to Adobe After Effects and Premier Pro. I have no idea what to actually call this effect and everything I googled didn't lead to what I was looking for although I found a lot of other sparkle text related effects.

Click Done to set the effect. Be sure to check what it looks like with your subject over it. The effect may work best if either the top or bottom of the frame stays the same (right where the green and red rectangles meet) so go back and tweak your zoom until you're happy with the result.

I have a matte of a cloud with a blue border. The center is green so I can key it out to show the image in the timeline below. What I would like to do is to apple a sparkly glowing effect to the blue border to use in a childs dream sequence. I would like the effect to overlap the black matte and spill over a bit into the green screen area. I am at a total loss as to what to use to create it. I have Boris Red 5.5 and BCC9 available to me.

When you write that it's a matte do you mean that it's an imported graphic with alpha (an Avid Matte Key effect )? so when it's placed in the timeline over video the black will also reveal the background ? or is the idea that background will be only in the green area and the black is actually an area of black pixels ? I ask because the recipe I will suggest will be a bit different depending on the situation there.

Without getting into the effect you want, you may find it easier to get a clean result if you export that graphic as a PNG file, with the green section transparent. Then you should be able to add effects to that graphic that do what you want. You will have removed one level of complexity by removing the need for a chroma key.

OK, so it sounds like now you have it as an imported graphic with alpha (green already transparent) and so to sparkle / glow the edge I would suggest dragging something like a BCC Glint effect (Light category) onto it (no modifier key so you are replacing the existing effect rather than nesting). It will look strange at first but then go into the Title-Matte group and enable "Apply to Title" - this should result in the hole becoming transparent again and some glints appearing on the green edge. Then if you want to Glow that you would set the Glint to Multi-Filter Start (again in the Title-Matte group) and option drag a BCC Film Glow onto that (nesting the glow over the glints) and set the Glow effect to Multi-Filter End. you would want to adjust the threshold on both effects as needed (as well as Intensity and Radius for the Glow). The blue edge in your graphic has very even color / luma values so it will generate a very uniform layout of Glints and Glow - you might want to give it some gradient or some other kind of vaiation if you want a more varied and organic looking sparkle.

I'm on vacation in a cabin in Vermont writing from my phone or else I would try to do a screencapture. A similar thing could be done with Avid FX / Boris Red if you applied the Title-Matte effect to the graphic which would allow the graphic to come into the Avid Fx / Red timeline with the transparency intact etc. - then you could use glint / glow there but I think the BCC8 or BCC9 Glint and Glow is improved from the BCC7 versions currently included in Avid FX / Red so as long as you have BCC I would recommend that way.
