Community Benefit funds will provide many other community benefits, as noted in Armidale Regional Council's Renewable Energy Community Benefit Framework, including multi-million dollar benefits from solar farms, the Oven Mountain pumped hydro scheme, and batteries that will profitably provide baseload power by storing electricity for evening peaks in electricity use.

There are many accredited suppliers serving the metropolitan area and larger coastal towns, but very few serving New England, so it is very difficult to access these all important rebates. Council should therefore work with the NSW Government to ensure that our residents have access to all available energy-efficiency rebates, either by assisting local suppliers to become accredited, or simplifying the process for residents of regional areas to that the rebates can be claimed on production of receipts.

The screenshot shows prices and demand at 15:05 on 26 August 2024, where the payment for taking the power was 3.5 cents/kWh in NSW. At this time, Qld, SA and Vic were generating more power than they needed, with NSW using slightly more that it generated.

In SA, daytime prices averaged less than 2 c/kWh in FY2023-24, with slightly higher averages in NSW of 4 to 6 c/kWh. A detailed analysis of average prices by month and time of day provides some interesting insights into how the National Electricity Market works, and how prices can spike, not because of increased generation costs, but because network constraints (or other factors unrelated to production costs) sometimes enable suppliers to 'game' the market by bidding at exorbitantly high prices.

One solution to this problem is enter directly into contracts with renewable energy generators. Our New England Renewable Energy Zone (NE-REZ) will have an abundance of renewable power that developers might be willing to sell at very low prices as part of a Community Benefits scheme. The power could be distributed in a manner similar to the proposal to Melbourne city council to use the collective buying power of households and small businesses to strike a renewable electricity deal that could slash their electricity bills slashed by hundreds of dollars each year - be a win-win outcome for our region.
